Two teenagers have been charged in an April double-fatal crash that happened in Burnsville, the Dakota County Attorney’s Office announced Friday.

According to the charges, 19-year-old Camille Dennis-Bond, of Burnsville, has been charged with two counts of third-degree murder, two counts of criminal vehicular homicide and one count of criminal vehicular operation resulting in great bodily harm. A juvenile male, who is now 18 years old and was 17 at the time of the crash, had a delinquency petition and a petition for adult certification filed against him, charging him with the same offenses as contained in the complaint against Dennis-Bond. Minnesota law requires that he be prosecuted as a juvenile unless the court certifies him as an adult. Both the male juvenile and Dennis-Bond are siblings.

These charges relate to the double-fatal crash that happened on County Road 42 on April 4 that killed 22-year-old Tayler Nicole Garza of Woodbury, and 22-year-old Dalton Lee Ford, of Burnsville.

The criminal complaint reads as follows:

On April 4 around 10:30 a.m., a white Chrysler 200 driven by a juvenile male was traveling eastbound on County Road 42 between Burnsville Parkway and Newton Avenue in Burnsville, at a high rate of speed side-by-side with a Chevy Malibu driven by his sister, identified as Dennis-Bond. One other occupant was in the vehicle driven by the juvenile male, who was later identified as the male’s sister. There also was one other passenger in the vehicle that was driven by Dennis-Bond.

As Dennis-Bond’s and the male juvenile’s vehicles approached Newton Avenue, a Honda-CRV pulled into the left turn lane on westbound County Road 42 to cross onto Newton Avenue. The driver of the Honda was Ford and the passenger was Garza, according to the complaint. As Ford proceeded to cross County Road 42, the juvenile’s vehicle t-boned the Honda causing it to split in half. Dennis-Bond’s vehicle, which was traveling in the left lane and slightly behind the vehicle driven by the juvenile, just missed striking the Honda.

Both Ford and Garza died at the scene as a result of the injuries they suffered in the crash.

The male juvenile and his sister were transported to the hospital by ambulance. The sister suffered significant injuries as a result of the crash and initially, police were informed that she may not survive and would require significant future medical care.

Several witnesses of the crash told authorities that the vehicles were "racing" or traveling at a high rate of speed just prior to the crash. One witness described that the juvenile’s vehicle was driving "incredibly fast" and hit the Honda that "basically turned into powder and split in half." According to the complaint, another witness estimated the two cars passed him going about "100" miles per hour. This witness believed they were "racing" as well, or that it may have been "road rage." He described their speed as "crazy" and commented it was "bizarre" how fast they were going.

After the Minnesota State Patrol conducted a crash reconstruction, they noted that the juvenile’s vehicle had significant front-end damage and the Honda was split in half between the B and C pillars (pillars separating the front and back seat sections of the vehicle). The posted speed limit in the area of the crash was 50 miles per hour. The crash reconstruction report concluded that the speed of the juvenile’s vehicle was between 93 and 100 miles per hour at the point of impact with the Honda. It was determined that five seconds prior to the crash, the speed of the juvenile’s vehicle was 114 miles per hour.

Dennis-Bond made her first court appearance Friday where her bond was set at $300,000 without conditions or $75,000 with conditions. Her next court date is in November.

BURNSVILLE, Minn. (FOX 9) - Officials confirmed Monday that Shannon Cortez Gooden, 38, was the gunman who opened fire Sunday morning in Burnsville, killing three first responders.

Court records indicate Gooden, 38, lost his right to own a gun due to a 2007 felony assault conviction. He unsuccessfully attempted to restore his firearm rights in 2020. At a Sunday afternoon press conference, the Minnesota Bureau of Criminal Apprehension confirmed multiple guns were recovered from the Burnsville crime scene.

2 police officers, 1 firefighter-paramedic killed in Burnsville
Police responded to a home on 33rd Avenue South just before 2 a.m. on Sunday for a reported domestic incident involving an armed man. Despite negotiation attempts by police, officers say the shooter, who had multiple guns and a large amount of ammo, fired shots from the home. Police were also told there were seven children in the household, ages 2 to 15.

The shooting claimed the lives of three first responders: Officer Paul Elmstrand, Officer Matthew Ruge, and Firefighter-Paramedic Adam Finseth. Also injured in the gunfire was Sgt. Adam Medlicott. Medlicott has since been released from the hospital.

Around 8 a.m. on Sunday, Gooden was reported to be dead. The circumstances of his death are unclear.

Shannon Gooden's criminal history
Gooden has a criminal record that includes a previous domestic assault arrest in January 2005 and a felony conviction for second-degree assault in August 2007.

Court documents detail the convictions:

December 2004: Arrested and later convicted of misdemeanor disorderly conduct.
February 2005: Arrested for disorderly conduct, domestic assault, and interference with a 911 call. Gooden was convicted of disorderly conduct; the other two counts were dismissed.
August 2007: Gooden was arrested and convicted of felony assault for a fight with family members at a mall. Gooden and his cousin were kicked out of the mall after the conflict escalated. Outside, Gooden allegedly pulled a knife on his family members but was disarmed. He then threw rocks, striking another cousin.
Gooden also has numerous traffic and driving offenses on his record.

Gooden tries to get gun rights back
In 2020, Gooden attempted to get back his right to own a gun, which he lost with a felony assault conviction. His efforts were unsuccessful.

It's unclear how Gooden was able to obtain the multiple guns and large amount of ammo he had at the house.

Gooden's medical examiner report
The Hennepin County Medical Examiner's Office released the report about Gooden early on Feb. 20.

According to official documents, 38-year-old Gooden suffered a gunshot wound to the head, and his manner of death was listed as a suicide. The incident took place at a home on the 12600 block of 33rd Avenue South in Burnsville.

The medical examiner did not list a time of death in the report but said Gooden died on Feb. 18, the day of the shooting.

The Minnesota Bureau of Criminal Apprehension is listed as the investigating agency.

BURNSVILLE, MN — A Burnsville man was charged with third-degree murder Friday in Hennepin County District Court in connection with accusations he sold a pill laced with fentanyl to a woman who later fatally overdosed. If convicted, he could face up to 25 years in prison and a fine of up to $40,000.

Kewon Willingham, 21, is currently in jail in Dakota County. In addition to murder charges, he is charged with one count of second-degree controlled substance crime, one count of third-degree controlled substance crime and a firearm violation, according to a criminal complaint in Dakota County District Court.

Police were called to a Bloomington home on Dec. 30, 2021, to provide medical assistance to a woman experiencing a drug overdose, according to the criminal complaint. The woman died at a hospital the next day, and the medical examiner ruled her cause of death was a fentanyl overdose, prosecutors said.

When first responders moved the woman to take her to the hospital, they found a pill under her body they believed to be fentanyl. Fentanyl is often referred to as "Mbox pills," and the pill was marked "M 30," prosecutors said.

A friend told police that the woman normally got drugs from two men, who became witnesses in the case, according to the complaint.

The witnesses told police that the night before she overdosed, the woman asked them to pick up drugs and that they went to Willingham's home in Burnsville to get them, prosecutors said.

They gave the woman the three pills she had bought, and one of the men saw her smoking a crushed pill, prosecutors said.

The next morning, the man found her unconscious in her bedroom, prosecutors said. He began giving her CPR while the second man looked for Narcan, according to the complaint.

One of the witnesses gave officers Willingham's Snapchat handle and identified Willingham as the man who sold them the pills, prosecutors said.

Police got a warrant for Willingham's Snapchat and found several pictures of him discussing selling Mbox pills, according to the complaint.

Police then got a warrant for Willingham's apartment and found over 300 pills stamped "M 30," a loaded firearm with an obliterated serial number, ammunition, more than $1,000 cash and other drug paraphernalia, prosecutors said.

In a post-Miranda statement, Willingham admitted to having and selling drugs in his apartment, according to prosecutors. He said he knew the pills contained fentanyl and kept Narcan in his apartment in case of an overdose, prosecutors said.

He also confirmed that he sold Mbox pills to the two witnesses, according to the criminal complaint.

Following a weeklong jury trial, a Burnsville woman has been convicted of multiple charges stemming from a double-fatal crash in April 2021.

According to the Dakota County Attorney’s Office, 20-year-old Camille Dennis Bond has been found guilty of two counts of third-degree murder, two counts of criminal vehicular homicide, one count of criminal vehicular operation and one count of careless driving. The attorney’s office says jurors deliberated for about seven hours.

Court records show a sentencing hearing for Camille Bond has been scheduled for the morning of March 24.

As previously reported, the Burnsville crash killed 22-year-old Tayler Nicole Garza of Woodbury and 22-year-old Dalton Lee Ford of Burnsville. Due to their injuries, they both died at the scene of the crash, located on County Road 42.

Court officials say Dennis-Bond was drag racing another vehicle driven by her brother, Leon Bond, at a high rate of speed. A witness said the vehicle driven by Leon Bond hit another car that “basically turned into powder and split in half.”

A crash reconstruction report then said Leon Bond’s vehicle was traveling between 93-100 mph at the point of the crash, but the speed limit in that particular area is 50 mph.

The attorney’s office says Leon Bond has a jury trial scheduled to begin on Jan. 23 in Hastings.

BURNSVILLE, Minn. — A Burnsville family is dealing with unspeakable tragedy after the deadly shooting of an 8-year-old boy.

Cherish Edwards says her son, Amir Harden, was shot last week trying to protect her from his violent father. Harden died over the weekend.

New court documents show within 24 hours of the shooting, Harden's father was booked on domestic assault charges and released on bond.

Edwards says Harden's father was trying to shoot her but he accidentally shot his son instead.

"[Harden] wanted to protect his mommy," Edwards said. "It's just unimaginable, an 8-year-old trying to wrestle the gun out of a grown man's hand. It's unbearable pain."

Edwards says she told Harden to run outside, but he wouldn't leave her.

"He tried to kill me. And he aimed for me, somehow missed, and my child got the bullet instead," she said.

After the shooting, she says Harden's father turned the gun on himself while her four other children watching. He's in the hospital in critical condition. Burnsville police are investigating what happened, and a city spokesperson said Wednesday that criminal charges will be considered if Harden's father lives.

"We're finally free of him, but my child paid the ultimate sacrifice," she said. "My children, all of them, I feel so bad for them. They are traumatized. It's going to take years, if it ever goes away."

Edwards remembers her son as a bright light, a goofball and a gifted athlete.

"Very happy little boy," she said. "He was courageous. He was a leader, a protector of his siblings. He was my biggest cheerleader. Every day I go to work, he'd say, 'Have a good day, Mommy. I love you.'"

Edwards says Harden's father had a history of violence leading up to this incident, and she has a word of warning to other women in abusive relationships.

"It doesn't matter if he hit you 10 years ago, he's got to leave," she said. "Next time that'd be your life or your child's life. I think a lot of women think it'll never be them."

Harden's death leads to questions about Minnesota's new "red flag" law
A new police report notes Harden's father "has a permit to carry a firearm... and almost always carries a firearm on his person." The report also says his "arrest is necessary to prevent imminent harm."

WCCO spoke on Thursday with Meggie Royer, prevention program manager for Violence Free Minnesota.

"Sometimes the person who is using harm feels like they're losing power and control over the victim-survivor, so they might escalate that violence to kind of try to regain that control," Royer said. "And unfortunately, in this situation, I think that may have been what happened because the mom had attempted to leave the relationship."

Minnesota has a new "red flag" law to allow the removal of guns in these kinds of circumstances, but it's unclear if it was considered in this case.

"We really want to recommend that the legal system is really assessing these cases on an individual basis in terms of a potential threat to the victim's safety," Royer said. "So really, just kind of questions about what kind of assessment was involved in that case."

WCCO reached out to the city of Burnsville about the police report on Thursday and received the following statement the next day: "Since the investigation continues to be ongoing we do not have additional information to share at this time."

A South St. Paul man with a violent criminal history has been sentenced to a 32½-year term for murdering one bystander and severely wounding another in a Burnsville dollar store last fall.

Grant D. Hendrickson, 28, was sentenced Monday in Dakota County District Court after pleading guilty to second-degree murder and second-degree attempted murder in connection with the Nov. 7 death of 69-year-old Donald J. Hortsch, of Rosemount, and the wounding of a 26-year-old man, leaving him paralyzed from the waist down.

With credit for time in jail since his arrest, Hendrickson will serve the first 21 or so years in prison and the balance on supervised release.

Synquez Davis, of Minneapolis, and Hortsch were customers at the Dollar Tree store in the 14100 block of Aldrich Avenue S. and were unknown to the shooter.

Hendrickson's girlfriend went to the store shortly after 10 a.m. and learned in an argument with an employee that Hendrickson was a sex offender.

Later that morning, she spoke with Hendrickson while he was at class at St. Paul College and told him what she learned.

About noon, a woman in the store heard a scuffle in the back and saw Hendrickson leave and then saw him quickly return, firing a gun. She then saw him go to the back of the store and open fire again.

Hendrickson was convicted in 2008 of first-degree assault with a knife. Two years later, he was convicted of sexual assault of a minor.

A Burnsville man has been charged with attempted murder after police said he repeatedly stabbed his girlfriend in the neck with a pair of scissors last weekend.

Terrell James Pleasant, 40, was charged Tuesday with attempted first-degree murder (with premeditation); attempted second-degree murder; first-degree assault; second-degree assault; and domestic assault.

Burnsville police said Pleasant, who has a history of domestic abuse, attacked his 42-year-old live-in girlfriend Saturday night.

According to the criminal complaint prepared by the Dakota County attorney’s office, Pleasant stabbed the woman nearly a dozen times in her neck, sides, cheeks and hands after accusing her of cheating on him and telling her, “You’re gonna die.” He also allegedly punched her in the face and choked her.

The victim’s daughter called 911 when she arrived home around 8 p.m. and found her mother, bloodied and dazed. Pleasant then left their apartment in the 14200 block of Irving Avenue South, according to the complaint.

Police found Pleasant’s vehicle parked about two miles away early Sunday morning and took him into custody. During his arrest, he allegedly told police: “I’m sorry for what I did.”

Pleasant, who was previously convicted of attempted murder in a 2005 Scott County domestic-abuse case, made a first court appearance Tuesday. Bail was set at $500,000, with conditions.

His next appearance in Dakota County District Court is set for May 31 in Hastings.

A jury found a 20-year-old woman guilty of murder and criminal vehicular homicide Wednesday in a crash that killed a Wisconsin couple last year in Burnsville.

Camille Dennis-Bond, of Burnsville, was racing against a vehicle driven by her brother, who was 17 at the time. Five seconds before the crash, Leon Bond III reached 114 mph, according to a criminal complaint. The speed limit in the area was 50 mph.

Leon Bond’s Chrysler 200 T-boned a Honda-CRV — Dalton Lee Ford was the driver and Tayler Nicole Garza the passenger. The two 22-year-olds died. Dennis-Bond’s Chevrolet Malibu narrowly missed the Honda.

The collision happened on Dakota County Road 42 near Newton Avenue about 10:30 a.m. April 4, 2021. It was Easter Sunday.

Ford and Garza regarded each other as the love of their lives, and were from Prescott, Wis., according to their obituaries.

“The deaths of Tayler Garza and Dalton Ford were due to the extremely reckless behavior of Camille Dennis-Bond and Leon Bond engaging in the inherently dangerous act of drag racing,” Dakota County Attorney Kathy Keena said in a statement. “… My deepest sympathy is extended to the family and friends of Tayler Garza and Dalton Ford for their great loss.”

A jury deliberated for about seven hours and convicted Dennis-Bond of two counts of third-degree murder, two counts of criminal vehicular homicide, criminal vehicular operation resulting in great bodily harm and careless driving.

Bond, who is now 18, is charged with the same counts, with the exception of careless driving, which is a misdemeanor.

The Dakota County attorney’s office sought to certify Bond as an adult in the case. The county attorney’s office says Senior Judge Joseph Carter instead ordered the case proceed under extended juvenile jurisdiction, which they appealed. The Minnesota Court of Appeals court upheld Carter’s decision.

Bond pleaded not guilty and his case is slated for trial next month.

Dennis-Bond’s sentencing is scheduled for March. Her attorney couldn’t be reached for comment Wednesday.

Both Ford and Garza worked at Vino in the Valley in Maiden Rock, Wis. — he was a cook and she a bartender.

They were 2017 graduates of Prescott High School. Ford had earned an associate degree in automobile technology and Garza was attending college to pursue a degree in nursing. Ford also worked as an auto technician at Luther White Bear Acura and Garza as a team lead at Target in Woodbury.

“Together Tayler and Dalton shared in camping, hiking, car club and traveling adventures,” their obituaries said. “They also were ‘foodies’ and loved cooking and trying new restaurants and different foods together.”

A St. Cloud man, Michael Carpenter, was sentenced Friday in Benton County to spend the rest of his life in prison for the death of his co-worker, Nicole Hammond, in 2022.

In August, a jury found Carpenter guilty of first-degree pre-meditated murder and second-degree murder for killing 28-year-old Hammond on Oct 24, 2022. Investigators say she’d repeatedly rejected his personal advances. Her body was found in the parking lot of their workplace.

According to the criminal complaint, investigators found an argument over text messages between Hammond and Carpenter the night before the shooting, with Hammond saying she didn’t want to be touched or manipulated by Carpenter.

Court documents even outlined that officers learned Carpenter made numerous advances toward Hammond the month prior. The next day, authorities found Hammond’s body in the parking lot of the place where they worked in St. Cloud after getting a report of a gunshot.

Minnesota Attorney General Keith Ellison’s office prosecuted the case after the Benton County Attorney submitted a special request under Minnesota Statutes Sec. 8.01.

“My thoughts are with Nicole Hammond’s friends, family, and community today. Nicole was a talented, kind, and caring soul who loved art and nature. She will be missed by many,” said Attorney General Keith Ellison. “I am pleased that today, the Court held Michael Carpenter fully accountable for the crime he committed. I hope this accountability is eventually able to bring some measure of peace to Nicole’s loved ones.”

Carpenter was remembered fondly by colleagues after her death. The CEO and owner of Dubow Textile, Rob Dubow, also said he didn’t know there was a problem between the two.

“She always had a smile on her face. She was loved by anybody that she had contact with,” said Dubow. “We had no clue. We had zero clue there was any troubles in communications between staff members.”

A Coon Rapids man, Luis Joaquin Maceo Santos, 23, is being charged with two counts of felony criminal sexual conduct stemming from an event taking place in Pine City on September 11.

According to the criminal complaint:

The Pine County Sheriff’s Office received a call on September 11 from a person claiming that her friend was being sexually assulted. A group of friends had been at a local bar in Pine City when the group decided to go to a Pine City residence.

When deputies arrived, they spoke to the victim who stated that after the bar closed they returned to the home Allegedly around 4 a.m., the victim went to the basement to sleep where Santos was.

According to the complaint, the victim went to sleep on the bed while Santos was on a couch. Allegedly the victim was woken approximately around 5:20 a.m. to Santos engaging in sexual intercourse with the victim. The victim states she immediately began to scream and fight Santos to get away.

According to the criminal complaint, the occupant of the residence heard the victim screaming and immediately went downstairs to see Santos pulling his pants up. The occupant of the residence kicked Santos out of the home and called the police.

At about the same time, another person, who had also been asleep upstairs, was awoken by screams described as “blood curdling” and heard the victim yelling “get off me” repeatedly. The individual who heard the screams went downstairs and said they saw Santos with his pants off, according to the complaint. Allegedly Santos stated he thought the victim was awake. A third person in the home, went downstairs after hearing screaming and found the victim curled up on the bed and screaming with her pants down.

Allegedly Santos repeated “I’m sorry” as he put his clothes back on. Santos communicated several times via social media to a resident at the Pine City home following the assault after he left requesting that resident, whom he knew prior to the incident, to tell the victim he is sorry.

Santos was located in Coon Rapids on September 13 and placed under arrest. Santos has been charged with one felony count of third degree criminal sexual conduct, one felony count of fifth degree sexual conduct. If convicted, Santos faces a maximum of 15 years in prison and/or $30,000 for the first charge and a maximum of 2 years in prison and/or $10,000 for the second charge.

HOUSTON - A Westbury High School Assistant Principal is being accused of sexual assault, according to court documents.

The court documents state Bryan Tigner, 36, was involved in an incident on or about September 27.

Documents stated Houston police spoke with the victim, a 20-year-old male, who is a former student, following the incident on City Park Central Lane.

According to the report, the victim told police that he went to Tigner's apartment to drink alcohol and smoke marijuana.

Officials said that throughout the night, Tigner and the victim drank shots of Tequila and smoked marijuana.

Court documents stated the victim told police that he fell asleep on the couch. The victim stated he was awoken around 4 a.m. to the feeling of someone performing a sexual act on him.

The victim stated he was startled by what happened and struck Tigner in the face in self-defense. The victim added that he did not give consent to any sexual acts from Tigner.

Documents said the victim then ordered Tigner to call him an Uber to take him home, where he then called 911.

An exam was completed on the victim and it was determined the injuries were consistent with the statements given by the victim, court documents stated.

Police later spoke with Tigner who gave a voluntary statement about the incident. Tigner stated he began "hanging out" with the victim around six months prior.

Tigner told authorities that he ordered the victim an Uber to come over to his apartment where they were drinking Tequila an smoking marijuana, court documents revealed.

Tigner stated that the victim scooted closer to him on the couch, which made him believe the victim wanted intimacy.

Following the alleged incident, Tigner told authorities that the victim asked Tigner for $150, which he said he wouldn't pay.

Officials stated that during their discussion with Tigner they saw a red/purple bruise and had swelling under his left eye.

When authorities asked how he got the bruising, Tigner stated he was injured during a school fight that occurred the day before in a video that was provided to authorities.

Authorities noted in the report that Tigner was not struck in the video that was provided.

Officials also asked Tigner if there was any kind of physical fight with the victim to which Tigner initially said no. However, Tiger later told authorities that the victim did slap him before leaving his apartment.

Court documents added, following a search and seize of Tigner's cell phone, that was consented by Tigner, they found a photograph with a located listed as Westbury High School and was timestamped, September 26, at 6:11 p.m. In the photo, authorities said they did not see any injuries to his face or left eye.

Bond for Tigner was set at $75,000. His next court date is scheduled for January 8.

FOX 26 has reached out to Houston ISD for a statement regarding Tigner. They said, "HISD cannot comment on the status of any specific personnel issue or investigation. However, the District is aware of the incident and is cooperating with law enforcement. It is standard practice for any employee accused of a criminal offense to be removed from campus pending the outcome of the investigation."

"Get this man arrested and put him in jail," said Quanell X, a civil rights activist. "We are demanding an immediate arrest for a cold-blooded killing that was completely ignored by everyone."

Broussard, a mother of three, reportedly tried to defuse a nearby dispute and was subsequently shot by a male involved in the altercation.

Her children described the fatal night: "My mom got shot, and my dad told us to go in the house," said one of Broussard's sons.

"They know his name. They know the victim's name. What is taking so long? They need to get this man off the streets," said Quanell X as he expressed frustration about a lack of an arrest.

Broussard is remembered by her two sons and daughter.

"The full week I was in the hospital with her. That time was the only time I had to spend with her before she passed away," said another son. "I gave her a hug and told her I love her, knowing that was going to be the last time."

"She always made sure everybody was good. She cooked for everybody. She always made sure I had a place to stay when I didn't have one," said Devron Williams, Boussard's brother.

The family and community remember her as a hero who stood against domestic violence.

As of now, no suspect has been named in Broussard's murder. Details about the woman involved in the initial dispute remain scarce, but further updates will be provided as they become available.

The celebration of life for Broussard was held on Friday.

Van Henry Brisbon was convicted of killing his girlfriend's 16-year-old daughter in 2022.
Investigators also found evidence Brisbon attempted to sexually assault her.
Brisbon was sentenced to life in prison without parole.

HUMBLE, Texas - A 62-year-old Humble man was sentenced to life in prison on Thursday for killing his girlfriend's teenage daughter during an attempted sexual assault.

Van Henry Brisbon was convicted of capital murder for the killing of 16-year-old Lauren Juma in 2022.

On April 29, 2022, Juma, a Nimitz High School student, FaceTimed her mom who was out of town for work and told her that Brisbon was acting "weird."

Juma's mom sent her older sister over to the house and when she arrived she found Brisbon holding Juma against her will with a gun.

When the Harris County Sheriff's deputies got to the scene, they heard gunshots from inside the house.

Brisbon was arrested and Juma was found inside the home, shot to death.

Investigators later found evidence that Brisbon had tried to sexually assault the teen.

A Harris County jury convicted Brisbon after a trial this week, and he was automatically sentenced to life in prison.

"This defendant was a predator with a gun, and his choice to hurt a young girl and take her life was senseless and horrific," Harris County District Attorney Kim Ogg said in a statement. "He not only took a promising young woman’s life, his actions have destroyed a family."

Brisbon will not be eligible for parole.
