WEST MEMPHIS, Ark. — A West Memphis rape suspect went on the run Wednesday after failing to show up for his court date, according to the Crittenden County Sheriff’s Department.

The charges facing 29-year-old Tyler Watkins include rape, child pornography and sexually grooming a child.

“This guy's a real predator,” said resident Bruce Martin, who lives nearby and knows of Watkins’ alleged crimes. “He shouldn't have been allowed bond.”

According to law enforcement, Watkins is considered armed and dangerous.

“Given the circumstances, the time that he’s looking at, those kinds of situations become volatile because they don’t have a lot to lose,” said Crittenden County Chief Deputy Todd Grooms.

Watkins was due in court Wednesday morning on his charges from 2022.

“Members of his family got a text from Mr. Watkins stating possible suicidal thoughts,” said Sergeant Matthew Jarrett of the West Memphis Police Department.

Officers checked his home and found his ankle monitor cut off. West Memphis Police said the search for Watkins started around 9:00 a.m., led by the Crittenden County Sheriff’s Department, with help from both Marion and West Memphis police.

Watkins’ last listed residence was less than half-a-mile from Maddux Elementary School and a childcare center.

“When he's convicted of the crimes, being sexual in nature, you'll have to be on the state registry, and then there will be restrictions on where he can be. But as of this point, he is not convicted of it," Sergeant Jarrett said.

Martin is in disbelief over how Watkins was able to disappear.

“(Law enforcement) didn’t even know that this guy was working,” he said. “Some kind of way, he was supposed to be on a monitor, and he was going to work, and they didn’t know he was going to work. They actually weren’t keeping up with this guy.”

The Crittenden County Sheriff’s Department is offering $2,000 for information leading to Watkins’ arrest.

OOLTEWAH, Tenn. — A football game at Ooltewah High School was disrupted Friday night when shots were fired near the tennis courts. Now, authorities say a 19-year-old faces charges.

Hamilton County Sheriff's Office (HCSO) Deputies arrived at the scene around 9:40 p.m. after receiving reports of gunfire during a game between two visiting teams. (The Ooltewah High School team was not involved in the match).

HCSO says the suspect, later identified as Conner Shannon, told deputies that he fired a shot into the air to break up a fight involving his cousins.

Deputies found two firearms in Shannon's vehicle, including a rifle with a spent casing jammed in the chamber, according to HCSO's release.

Shannon was detained and taken to the Hamilton County Jail. He's been charged with reckless endangerment and carrying weapons on school property.

HCSO says two people were hurt during the incident and were treated on the scene by Hamilton County EMS. Both were cleared without needing further medical attention.

Video evidence obtained by deputies appeared to show other suspects involved in the assault, and HCSO says deputies continue to work this case.

MEMPHIS, Tenn. (AP) — Problems with rape kit evidence testing keep haunting Memphis.

A city long plagued by a heavy backlog of untested sexual assault kits was shaken by Cleotha Henderson’s arrest in the killing of Eliza Fletcher after she was abducted during a morning jog last month.

So when authorities said his DNA was linked to a rape that occurred nearly a year earlier — charging him separately days after he was arrested in Fletcher’s killing — an outraged city turned to the obvious question: Why was he still on the streets?

The case of Henderson, who already has served 20 years in prison for a kidnapping he committed at 16, has reignited criticism of Tennessee’s sexual assault testing process. That has included calls for shorter delays from the testing agency, the Tennessee Bureau of Investigation, and questions about why Memphis didn’t seek to fast-track a kit that could have been tested in days.

Instead, it took nearly a year, unearthing key evidence too late to charge Henderson before Fletcher’s killing.

The tragic outcome brings back memories from the early 2010s, when Memphis revealed a backlog of about 12,000 untested rape kits that took years to whittle down and led to a lawsuit that’s still ongoing. The new rape charges have spurred another lawsuit accusing the Memphis Police Department of negligence for the delay.

The scenario also has raised broader concerns about Tennessee’s struggles with a problem that has been in the national spotlight for decades and that some states have addressed.

In response, GOP Gov. Bill Lee and Republican legislative leaders have fast-tracked money for 25 additional TBI lab positions, including six in DNA processing. The agency had requested 50 more this year, but Lee funded only 25 in his proposed budget and lawmakers approved that amount.

Meghan Ybos, a rape victim involved in the backlog lawsuit, blames the city for not curbing a problem known for years despite receiving more than $20 million in grants to address the backlog.

“I don’t think the shortcomings of Memphis law enforcement are limited to the handling of rape kits,” Ybos said, “but I think the public should be outraged at the lack of transparency about what Memphis has done with tens of millions of grant money that the city and county have received to test rape kits, train police, hire victim advocates, prosecute cold rape cases and more.”

As of August, Tennessee’s three state labs averaged from 28 to 49 weeks to process rape kits under circumstances that don’t include an order to rush the test. More than 950 rape kits sat untested in labs.

TBI attributed the delays to staffing woes and low pay that complicates recruiting and keeping scientists.

TBI Director David Rausch laid out further moves in hopes of processing all evidence in eight to 12 weeks within the next year: Overtime, weekend hours, more outsourcing to private labs and using retired TBI workers for new worker training to free up current employees.

Tennessee doesn’t require specific turnaround times for newly collected rape kits, though 19 other states do, according to the Joyful Heart Foundation, which is pushing Tennessee to follow suit. Massachusetts requires processing kits within 30 days, but most of the states require testing within 60, 90 or 120 days.

Tennessee’s House and Senate speakers haven’t flagged turnaround mandates as a priority. TBI, meanwhile, said any turnaround requirement would need proper funding.

Ilse Knecht, policy and advocacy director for the Joyful Heart Foundation, said Tennessee’s problems aren’t unique. Without an official U.S. count of rape kits awaiting analysis, Knecht estimated there are likely more than 200,000 untested kits in law enforcement or hospital storage nationally.

“Every single one of these kits that is sitting on a shelf could represent someone like the offender in this case, where you look at their criminal history and they’re committing all kinds of crime, they’ve been doing it for decades, and the evidence that could stop them is sitting on a shelf somewhere,” Knecht told The Associated Press.

Henderson was charged with first-degree murder in the kidnapping and killing of Fletcher, a mother of two and a kindergarten teacher who was on a pre-dawn run Sept. 2 when she was forced into an SUV on the University of Memphis campus. Her remains were found on Sept. 5 behind a vacant Memphis house.

Henderson, who also has gone by Cleotha Abston, has not entered a plea in the killing but was rebooked in jail on Sept. 9 on charges related to the September 2021 rape of a Memphis woman. Henderson has pleaded not guilty to charges in that attack, including aggravated rape.

The new lawsuit brought by the woman who says she was raped in that attack says Memphis police could have prevented Fletcher’s death if they had investigated the 2021 rape more vigorously.

“Cleotha Abston should and could have been arrested and indicted for the aggravated rape of (the alleged victim) many months earlier, most likely in the year 2021,” the lawsuit says. The AP isn’t naming the woman.

Rape kits contain semen, saliva or blood samples taken from a victim. Specimens containing DNA evidence are uploaded to the FBI’s Combined DNA Index System, or CODIS, to check for a match.

In Memphis, backlogs have long been a problem. About 12,000 untested rape kits were disclosed there in 2013. A task force was formed, and police began using results to start investigations — and get some convictions.

The city has said the backlog revealed in 2013 has been eliminated. But long delays in testing rape kits persist in Tennessee, including cases from Memphis.

In the Henderson case, Memphis police said a sexual assault report was taken Sept. 21, 2021. A rape kit was submitted two days later to TBI, the bureau said.

“An official CODIS hit was not received until after” Fletcher’s abduction, police said, and probable cause to make an arrest “did not exist until after the CODIS hit had been received.”

TBI said no request was made for expedited analysis and no suspect information was included in the submission.

The kit eventually was pulled from evidence storage and an initial report was completed Aug. 29, the bureau said.

The 2021 DNA matched Henderson’s in the national database on Sept. 5, three days after Fletcher’s abduction, authorities said. TBI reported the match to Memphis police.

Under Tennessee law, police agencies generally have 30 days to send rape kit evidence to TBI or another lab, but there’s no mandate on processing times.

TBI said its budget request was conservative — $10.2 million for 40 scientists and 10 lower-level positions. A West Virginia University forensic calculator said TBI labs needed another 71 positions, the bureau noted.

In DNA testing, the labs currently have six supervisors and 26 special agent/forensic scientist positions, some in hiring or lengthy new hire training. TBI hopes to start the 40 scientists — 14 in DNA — by late this month and others by late March.

Still, many have grown impatient at a situation they say called for urgency.

“These are our most vulnerable victims,” said Josh Spickler, executive director of Just City, a Memphis organization pressing for a fairer criminal justice system. “To have a backlog like that build up, and still, to this day, have it be the norm that a rape kit test takes the many months that it does, is really not acceptable.”

MEMPHIS, Tenn. — Violent rapists have walked free for decades because Memphis authorities neglected to do anything with thousands of pieces of evidence that would lock them up.

But earlier this year, after hundreds of cases began moving through courts again, Memphis City Council members stopped getting regular updates on their progress.

The rape kit backlog has caused the Criminal Justice Center to be slammed with cases that should have been on the docket years, if not decades, ago.

One of those cases includes Terrell Jackson. He stood before a judge Tuesday after police arrested the registered sex offender in Louisiana.

A jury recently convicted him of violently raping a young woman in Memphis in 1998. Jackson requested a new attorney for another rape charge he’s facing.

Jackson walked free all this time, because MPD never did anything with the key evidence.

That’s right — the sexual assault kit wasn’t processed until 16 years later.

It was one of 12,000 kits police left on a shelf to collect dust until WREG exposed the massive backlog in 2010.

“I woke up to somebody standing over me. I thought, I’m dreaming. I’m really going crazy,” said Terilyn Blockman, who was raped in her apartment in 1991.

“Next thing I knew, he had his hand over my face. He was strangling me. I was trying to peel his hand off me. I thought, if I don’t get this hand off of me, I’m going to die. I’m suffocating,” she said.

Blockman said the man then raped her and took off. He left her numb, just lying there as she tried to gain the courage to call 911.

“I’ve got to call police. If he still is somewhere in my condominium, I don’t want to call police, because what if he comes in and says, ‘You’re not calling police’ and kills me,” she said. “I never slept. I don’t remember sleeping at all. I still don’t sleep.”

Blockman consented to a sexual assault examination, and evidence was collected, but she didn’t hear anything until May when she found out her kit was in that backlog and was finally headed to a lab.

“All of the kits have been tested. Now, the work turns to investigating those cases where the testing lead us somewhere,” Shelby County District Attorney Amy Weirich said .

Weirich said she’s added more people to her team as their work continues to ramp up.

“That next step is anything from locating a victim or finding out if the victim is still alive. Finding out if the defendant, the suspect, is still alive,” she said.

As of Oct. 25, there have been 83 guilty pleas or convictions.

Three hundred fifty-one kits made their way to the court system — two dozen await a grand jury, 88 await trial and 46 of the cases are dealing with a suspect accused of at least two or more rapes.

“The number is going to keep growing. The cases that land on our desk to prosecute and hold these defenders accountable,” said Weirich.

WREG investigators promised to track the progress, but the city, in spite of its commitment to transparency, made that job harder.

For the past several years, city leaders provided updates on the backlog to the council every month — that is, until April, when we found out those updates suddenly stopped.

We asked council members why.

“We got to a point that our responsibility with those kits had run its course. Now, it is in the hands of the justice system,” said Councilman Worth Morgan. “The reports all started sounding the same.”

We asked Councilman Martavious Jones about accountability.

“Well, I think there’s one of those things. There is an expectation. You do raise a good point. I guess we need to go through the trust then verify,” he responded.

WREG sat down with Deborah Clubb, executive director of the Memphis Area Women’s Council. She’s on the sexual assault kit task force overseeing the backlog.

“The council decided they don’t need monthly reports, after they were sure for a few years the momentum of lab work was underway,” Clubb said.

She said the task force has made major strides with new ordinances/laws, public service announcements and getting MPD a new storage facility.

“We have a few years of work, and we’re not giving up. We’re not stopping,” she said.

But again, how will we know if that work isn’t being made public?

“We do have concerns that the public isn’t seeing what progress is happening. We are just beginning to address that,” she said.

Blockman was frustrated to hear the updates stopped.

“Not letting us know what’s going on with the kits and not keeping us informed, that’s not fair. That’s not right,” she said.

She also wonders what about the rape kits taken since the backlog.

MPD says they ensure each kit now heads to a lab within 96 hours after its logged into the property and evidence room.

But the state has said the waiting period could be months due to funding and staffing issues.

Not to mention, the TBI says they “do not have an existing document or database tracking the total number of sexual assault kit submissions.”

“That upsets me a lot,” said Blockman.

She believes her concerns will eventually fade, once trust is built again.

“Are you afraid they’re going to forget about you again?” WREG asked.

“Yes. That scares me a lot,” she said.

Blockman said she has a meeting coming up with investigators, so she’s keeping a good thought. She also joined a class action lawsuit against the city.

The task force told WREG Tuesday they plan on having another update on the city’s website by the end of the year. We will let you know if that happens.

MEMPHIS, Tenn. — An officer with the Memphis Police Departmentis charged with rape.

A sexual assault complaint was made to police on November 1. The victim tells police she was sexually assaulted by 28-year-old Officer Al Bond at a party.

Memphis Police Department Sex Crimes Bureau investigated the case. The Shelby County District Attorney General's Office Special Victims Unit reviewed the case and a warrant was issued for Bond of Rape.

Bond was reportedly off-duty at the time of the incident. He had been with the police department since 2017 but has since been let go.

Bond was booked into the Shelby County Jail on Nov. 2.

The evidence collected varies depending on what happened during the assault, but rape kits generally include swabs, test tubes, microscopic slides, and evidence collection envelopes for hairs and fibers. The victim is swabbed for any biological matter that may contain the perpetrator’s DNA (e.g., skin, saliva, semen). The examiner photographs any bruising or other injuries and collects the victim’s clothing. The rape kit and other crime scene evidence, such as bedding, is transferred to law enforcement to log into its evidence facility. Then it is sent to a crime lab for DNA testing to solve the case.

But instead of sending rape kits to crime labs, police departments nationwide have often stashed rape kits wherever they could find space: in evidence warehouses, precinct closets, squad car trunks, some in environments with DNA-degrading high heat and moisture.

In 2009, a Human Rights Watch report exposed over 12,000 untested rape kits in law enforcement storage throughout Los Angeles County. That same year, inquiries by the Cleveland Plain Dealer about the failure of law enforcement to stop serial rapist and mass murderer Anthony Sowell spurredthe city’s police department to announce plans to process over 4,000 untested rape kits of its own. Also in 2009, after the FBI took control of the Detroit Police Department property room, officials revealed over 8,000 rape kits in police storage had never been submitted to a lab. In 2013, the Memphis Police Department admitted it had failed to test over 12,000 rape kits. In 2014, a New Orleans Police Commander who had been lauded in 2011 for testing at least 800 unprocessed rape kits revealed the department had failed to submit more than 400 rape kits collected since 2011. In 2017, the Wayne County Prosecuting Attorney’s office admitted at least 555 rape kits collected by Detroit Police since th
e 2009 public outcry weren’t tested until 2015, a fact that was never announced to the public.

In response to public criticisms, law enforcement blame their failure to submit rape kits on a lack of funding for DNA testing. But according to the National Institute of Justice, additional factors include victim-blaming beliefs by police, no written protocol for submitting kits to the lab for testing, high turnover in police leadership, and lack of community-based victim advocacy services.

It’s worth noting that today’s DNA technology has not always been available to law enforcement. In 1994, Congress authorized the National DNA Index System (NDIS), but modern DNA forensic analysis was not widely used until the late 1990s. Until at least the early 2000s, use of DNA databases was not common across the nation.

But when authorities began uploading DNA profiles from convicted offenders and arrestees and from missing persons and unidentified remains, they still failed to submit rape kits to labs for DNA testing.

Ohio Public Defender Tim Young, whose office has appealed convictions based on Cleveland’s neglected rape kits, told the Plain Dealer a false narrative has taken hold in the public imagination. “We’ve had DNA testing since the mid-1990s,” he said. “They (law enforcement) were dilatory in not using it. It’s a continuation of broken police culture that places the police first, not the victims, the defendants — or justice.”

Indeed, research at Michigan State University analyzed 1,268 police reports associated with Detroit’s untested rape kits. A report released in 2015 found “most cases were closed after minimal investigational effort.”

And even with advances in DNA technology, police solve fewer rapes than they did in the past.

Nationwide, the clearance rate for rape has declined sharply in the past decade, from 51% in 1995 to approximately 40%, where it has remained stable since 2005. In some cities the clearance rate for rape is in the single digits. During this same time period, clearance rates for murder and aggravated assault barely changed.

“Clearance” is a common way to measure an agency’s success in fighting crime. There are two types of clearance: arrest and exceptional clearance. The latter occurs due to circumstances outside law enforcement’s control, such as when the suspect dies or the victim stops cooperating. In these cases, despite being considered cleared, the suspect is never arrested, charged, or referred for prosecution.

Of the 111,241 rapes known to law enforcement in 2016, only 36% were cleared. And since the FBI counts exceptional clearance in the same tally as clearance by arrest, clearance rates likely overestimate how many rapists police are putting behind bars.

Untested rape kits are not indicative of underfunded police departments. Instead, they are symptomatic of a police culture that does not properly investigate sexual assault or take victims seriously.

objection" to releasing his tax returns.

releasing his tax returns.

he will release his tax returns over the next

Just answer the question: shouldn't Trump keep his promises? He doesn't "have"
to release his medical records or his tax returns, but if he *promises* to
release them, shouldn't he release them?
