A man who evaded capture for three years following the brutal rape and robbery of a Minneapolis woman in 2015 will spend the next two decades in prison.

Ismail Adam Abdo was one of two suspects charged in what the Hennepin County Attorney later called “a heinous crime that terrorized a young woman” that involved her kidnapping, robbery and rape on Aug. 4, 2015.

According to a court document and other reports, the victim and a male friend who lived in the same apartment building in south Minneapolis were sitting on the staircase behind the apartment building on the 1800 block of 2nd Avenue South when they were approached by a man who pointed a gun at them. The man was later identified as co-defendant Mohamed Ali Elmi.

Elmi proceeded to rob the two victims and threatened to kill the female after she started crying as he continued to wave the gun in their faces.

A car pulled up in the alley and Elmi and the driver, indicated in the court document as Abdo, screamed at each other in a foreign language, the court document said. Elmi then forced the female victim into the vehicle at gunpoint and told her male friend that they’d be back in five minutes and that he would kill her if he called police.

Elmi and Abdo took the victim to an ATM and Abdo told her that he “wanted to kill someone tonight.” When they couldn’t get the $1,500 they wanted out of the ATM, they eventually took her to Riverside Park in Minneapolis and proceeded to rape her and force her to perform oral sex. The men left the victim in the park and she was able to walk and get help and a gas station.

Investigators identified Elmi through a palm print left on a bench at the crime scene and they were able to identify Abdo through other means not specified in the court document. Elmi was arrested within days, but authorities believed that Abdo had fled to East Africa.

PRIORS

Abdo and Elmi were implicated together as suspects in a Nov. 2011 Mankato invasion-style dorm robbery along with several others. In that case, Elmi and another person used a fake gun to rob students of laptop computers. Seven suspects including Abdo and Elmi were arrested following the incident. Elmi was charged in the incident but Abdo was not.

At the time of the Mankato incident, Abdo also had a pending first-degree attempt-to-commit aggravated robbery case in Ramsey County for his role in a series of robberies that occurred at a park-and-ride station and a fast-food restaurant in Aug. 2011. Abdo was eventually convicted in that case in 2012, however, under the terms of a plea agreement, Abdo’s 36-month felony sentence was stayed by Judge Gary W. Bastian. Abdo was alternatively placed on probation after a short stint in local jail. Abdo also has convictions for fifth-degree assault, theft and driving after suspension.

RAPE CONVICTIONS

Elmi was convicted on six felony counts of robbery, kidnapping and sexual assault by a jury in 2016 and sentenced to life in prison without parole. Upon a subsequent appeal by Elmi, two of the sexual assault convictions were vacated on a technicality, but the life sentence was upheld by the court. Court records show that Elmi has filed another appeal with the Minnesota Appellate Court for post-conviction relief and that a briefing is scheduled for Feb. 5. Appeals on post-conviction relief generally involve a last-ditch effort to challenge the legality of a conviction.

Court records show that Abdo, after being wanted on warrant for about three years on the kidnapping and rape, was taken into custody in Nov. 2018. Abdo was charged with felony counts including aid/abet first-degree aggravated robbery, aid/abet kidnapping, two counts of first-degree criminal sexual conduct and one count of and second-degree criminal sexual conduct.

Abdo, 27, pleaded guilty in Nov. 2019 and was sentenced on Jan. 21. Under the terms of a plea agreement, Abdo pleaded guilty to just one count of first-degree criminal sexual conduct and the other four counts were dismissed at sentencing by Judge Jay Quam. Abdo was sentenced to 30 years in prison, but under Minnesota statute, offenders are only required to serve two-thirds of their sentence incarcerated and the remainder on supervised release. With credit for 72 days already served in jail, Abdo is scheduled for release from prison in Nov. 2039, after serving about 20 years of the 30-year sentence.

ROCHESTER, Minn. – A Rochester man is arrested for a fatal shooting in northwest Minnesota.

The Rochester Police Department, the Olmsted County Sheriff’s Office, and the Minnesota Bureau of Criminal Apprehension worked together to arrest Idris Haji-Mohamed, 26 of Rochester, for the murder of Abdi Abdi on Friday night in Moorhead.

Haji-Mohamed was taken into custody after a high-risk traffic stop shortly after 1 pm Monday at 48th Street and Main Avenue SE in Rochester. He is being held in the Olmsted County Adult Detention Center for second-degree murder, pending extradition to Clay County.

The Moorhead Police Department says it does not know what relationship existed between Haji-Mohamed and Abdi but says they do not think this killing was random.

Desean Solomon, Michael Burrell, Leontawan Holt/Hennepin and Sherburne county jails

Three Minneapolis Bloods gang members were found guilty by a federal jury on Tuesday of racketeering (RICO) and firearms offenses in connection with a years-long pattern of gang violence, including two murders, announced U.S. Attorney Andrew Luger.

Following a weeks-long trial before Judge Susan Richard Nelson in U.S. District Court, Desean James Solomon, aka Black, 34, Michael Allen Burrell, aka Skitz, 44, and Leontawan Lentez Holt, aka Leon, aka Shotta, aka Shot Dog, 26, were found guilty on all charges. Solomon was convicted on one count of RICO conspiracy and two counts of using and carrying a firearm in furtherance of murder. Burrell and Holt were each convicted of one count of using and carrying a firearm in furtherance of murder.

The charges against the three were part of a federal crackdown on Minneapolis violent crime that spiraled out of control following Gov. Tim Walz’s pandemic lockdowns and the George Floyd riots.

The U.S. Attorney’s press release recapped the history and structure of the Bloods gang, which was presented at trial:

“Since at least 2020, Solomon, Burrell, and Holt, have been members and associates of the Minneapolis Bloods street gang. Historically, the gang’s territory is located on the south side of Minneapolis, near Chicago Avenue South and 38th Street East. The hierarchy of the Bloods includes a head or leader of the gang, senior leaders, street-level leaders, and other members or associates. New recruits (called ‘YGs’ or young gangsters) must fight, shoot, or make money to gain respect and increase their position in the gang. The next level is ‘OG’ (original gangsters), who are well-respected members of the gang, and the highest level is ‘double OG.’ All OGs are equal in rank and can direct ‘shots’ or orders. ‘Enforcers’ carry out the OG’s ‘shots’ or orders by beating or assaulting the offender. If a Bloods member is disrespected, other members are expected to retaliate. When shootings break out with opposition gangs, Bloods members within proximity are expecte
d to come to each other’s aid by firing their own weapons at opposition gang members.”

Evidence presented at trial detailed two murders facilitated by Bloods gang members, one in north Minneapolis in 2020, and one in Uptown in 2022:

On June 14, 2020, Solomon, Burrell, and other Bloods members went to the 200 Club, a nightclub in north Minneapolis, where they assaulted a rival gang member in the men’s restroom. Following the assault, a shooting broke out outside the club. Solomon and Burrell both fired their weapons multiple times, resulting in the murder of a rival gang member.

Part of the shootout was captured on video at the time, which showed at least two people firing guns outside the pub.

On April 23, 2022, Solomon, Holt, and other Bloods members went to Williams Pub, a bar in the Uptown neighborhood of south Minneapolis, to celebrate a birthday. Inside the bar, Holt threw an unprovoked punch at a rival gang member and the rest of the Bloods members joined in. A large bar fight ensued. After several minutes, the Bloods members exited the bar onto a nearby street, where Holt and a juvenile member of the Bloods shot at and killed a rival gang member.

A search of court records following Holt’s arrest showed that he should have been in prison at the time of the Uptown murder on another gun conviction. However, despite Holt’s lifelong history of violent crime, his 5-year prison sentence for being a felon in possession of a firearm was reduced to just 36 months in a downward departure from sentencing guidelines by Hennepin County Judge Tamara Garcia, leaving him free prior to the murder.

Michael Burrell is the older brother of Myon Burrell, who was recently convicted on gun and drug charges after having his life sentence for the 2002 murder of 11-year-old Tyesha Edwards commuted by a panel that included Gov. Tim Walz and Minnesota Attorney General Keith Ellison.

“The Minneapolis Bloods gang is a violent criminal enterprise,” said U.S. Attorney Andrew Luger following this week’s verdict. “As the evidence proved, the defendants convicted today were members of that enterprise, and they carried out violence and murder on its behalf. As Bloods members, the rules these defendants lived by superseded all criminal laws and social tenets, such as respect for human life or concern for public safety.”

Sentencing hearings will be scheduled at a later date. With this week’s convictions, a total of 17 Bloods members and associates have pleaded guilty or have been convicted at trial.

This case is the result of an investigation conducted by the FBI and the Minneapolis Police Department.
