The suspects - all between the ages of 11 and 14 - were arrested after the string of violent robberies activated MPD's Crime Pattern Response Protocol.

MINNEAPOLIS — Six juveniles between the ages of 11 and 14 are facing the possibility of criminal charges after they were arrested following police pursuits and crashes Tuesday. Minneapolis police are trying to determine if these suspects are responsible for a string of armed robberies earlier in the day.

"It almost seems like this activity is being done for fun, and it does feel at times that the kids are beating us at our own game here," Police Chief Brian O'Hara said Wednesday at a press conference.

MPD said in a press release that the first robbery happened around 11:30 a.m. in the city's Minnehaha neighborhood. Police Chief Brian O'Hara shared that a second robbery at gunpoint occurred near Powderhorn Park and that shots were fired at the victim from a vehicle but no one was hurt. A third robbery involving a firearm was reported around 1:30 p.m. in the Lyndale neighborhood.

Due to the similarity of the robberies, O'Hara said the Crime Pattern Response Protocol was activated, and officers from MPD, the Hennepin County Sheriff's Office and State Patrol began "flooding the area in search of the involved vehicles."

One of the suspect vehicles was located but fled when officers tried to initiate a stop, according to O'Hara. That vehicle crashed on I-94 westbound near Cedar Avenue. A second vehicle O'Hara said was stolen also crashed nearby.

Four other vehicles were involved in the crashes but officials said no one in those vehicles was hurt.

"They don't have a concept of the danger associated with their activity," Chief O'Hara said. "Either that or they don't have an appreciation, sadly, don't have appreciation for their own life, let alone the lives of others."

The juveniles in the two crashed suspect cars ran but were arrested. Three boys, ages 11, 12 and 13, two 14-year-old girls and a 12-year-old girl were being booked at the juvenile detention center, O'Hara said. Five of the suspects have been released from the JDC, another is in the hospital in stable condition.

"There's a lack of places to put these kids to keep them safe until we can figure out who can give them the intensive supervision and services that they need," O'Hara said.

So what should be done with these kids, committing these crimes? Reverend Jerry MacAfee, founder of violence prevention organization 21 Days of Peace believes the first line of defense is the parents.

"Your child is out of line, let's admit it for a change, and then let's see how we can get them back to good," Reverend McAffe said. "But to deny the reality of what's happening in your own home is insane."

“Our Crime Pattern Response protocol continues to be an effective strategy to quickly locate and arrest those committing crimes of violence in Minneapolis,” Chief O’Hara said. “The fact that I see this activity continuing with children so young - despite all our efforts - is incredibly frustrating and highlights the urgent need for action. I am grateful for the immediate response of law enforcement in finding and arresting these juveniles before they could cause more harm to members than of our community or themselves.”

MPD shared that the 12-year-old suspect has had six contacts with police. The other boys and girls had no or limited prior contact with MPD and will likely be referred to juvenile diversion programs.

Police are still investigating the juveniles' involvement in the three robberies Tuesday and whether they are responsible for other recent crimes.

A Dakota County Grand Jury has indicted Anthony Lee Nelson (aka Shavelle Oscar Chavez-Nelson), 31, with first-degree murder (premeditation) and second-degree murder (intentional) in the death of Palagor Obang Jobi, 23.

Jobi died from multiple gun shot wounds early on Sept. 22. Jobi and Nelson were fighting over Nelson's girlfriend when witnesses reported hearing gunshots, according to the complaint and a Dakota County Attorney's Office news release. Nelson later fled with the gun.

Rosemount police arrested Nelson on Sept. 24 as he tried to leave the townhome complex where his girlfriend, Ashley Marie Conrade, lived.

Nelson will make his first court appearance on the charges from the indictment on Friday. Nelson has not posted bail and remains in custody at the Dakota County Jail.

Ashley Marie Conrade, 24, of Rosemount, was charged with aiding an offender for hiding and assisting Nelson so that the police would not arrest him. She is in custody at the Ramsey County Correctional Facility.

Anarae Kristine Schunk was last seen in surveillance video with Nelson at Nina's Grill in Burnsville, where Jobi was killed. Her body was found in Rice County on Sept. 30.

The investigation surrounding Schunk's death is ongoing, according to the Dakota County Attorney's Office news release. No other information about the investigation is currently available to the public.

The Burnsville, Apple Valley, Rosemount, and Lakeville Police Departments assisted in the murder investigation, as did the Dakota County Sheriff's Office and the Minnesota Bureau of Criminal Apprehension.

HASTINGS, Minn. - A Brooklyn Park man will never taste freedom again after a Dakota County judge levied two life sentences for the deaths of his girlfriend their unborn child.

A jury found Vern Jason Mouelle guilty late Monday of two counts each of first-degree and second-degree murder in the deaths of 25-year-old Senicha Marie Lessman and their fetus. Lessman was eight months pregnant.

Judge Erica MacDonald handed down the consecutive life sentences without the possibility of parole.

The 25-year-old Lessmman was killed in her Eagan townhome Jan. 24. Prosecutors say her mother found the victim with her throat slashed and a cloth stuffed in her mouth. Police tracked Mouelle down at his workplace, searched his vehicle and found the packaging for a brand new pocket knive and bloody women's clothing. A search of his phone found searches for “How long would it take to die if one of your external jugular vein(s) was slit”; and “How much time does it take to knock someone out with a rear naked choke”. These searches occurred while Mouelle was driving to the victim’s residence immediately prior to the murder.

The victim's mother, Margi Lessman, said her daughter was a "loving, kind, smart and beautiful young woman who was very excited to be a mother."

“We are pleased to have brought Vern Mouelle to justice for this horrific crime which tragically claimed the life of Senicha Lessman and her unborn child," commented Dakota County Attorney Jim Backstrom. "Our deep sympathy is extended to the victim’s family and friends.”

Minneapolis, Minn., has racked up five murders in just five days, all of them have been shootings. Four of them in south Minneapolis and the other in downtown.

The first occurred just before midnight on Friday, Aug. 30 at 29th and Park Ave S (near E Lake St), where a total of three people were shot. One died at the scene, and two others showed up at Abbott Hospital and HCMC. The decedent hasn’t been officially identified yet.

The second shooting murder occurred on Saturday, Aug. 31 at 29th and Grand Ave S (near W Lake St), just before 11 p.m. A second person was also shot and injured in the incident. The decedent has been identified as Kadar Niman Jibril, 27, of Corcoran, MN.

The third shooting murder occurred on Monday, Sept. 2 about 3:10 a.m. at 13th and E Lake St. The decedent has been identified as Rodney Bernard Cooper, 52, of Brooklyn Park.

The fourth shooting murder occurred on Tuesday, Sept. 3 just before 7 p.m. near E 19th St and 1st Ave. S. Over two dozen shell casings were found at the scene. The decedent has been identified as De’Jaun Marquise Michael Hall, 24, of Minneapolis. Just over 24 hours later, two more people were shot and injured near this location at E Franklin and Nicollet, where about 60 shots were reportedly heard by multiple 911 callers (top picture). Police found multiple calibers of casings at the site, including 9mm, 10mm, rifle and shotgun, and a nearby resident said it sounded like automatic gunfire.

The fifth shooting murder occurred just before midnight Wednesday, Sept. 4 at 15th and Portland Ave in downtown Minneapolis. The decedent has not been officially identified yet.

During that time, there have also been numerous other shootings that didn’t result in death. The Minneapolis Crime Dashboard lists 14 shootings between Aug. 30 and Sept 4 (this figure may not be complete through the date shown, based on prior observations of the dashboard).

The dashboard also shows there were 38 Shotspotter activations in Minneapolis during that time and 57 other reports of shots heard. Shotspotter detection only exists in areas of north Minneapolis and part of south Minneapolis (orange dots on the map below). The map below shows the last seven days of gunfire activity (again, the map may not be complete through today).

Crime Watch has tracked at least 50 homicides so far this year on our exclusive map (which has been verified against MPD data). The number of homicides this year is up about 22 percent over last year when Minneapolis had 41 homicides through the same period. And, a figure that Minnesota media avoids talking about, homicides this year are up 80 percent over 2019 when Minneapolis had 28 murders during the same period (pre-2020 riots when “leadership” lost control of Minneapolis crime).
