The oil tanker was sent out to build a refinery, but when it got there a
resource was short. The tanker just sits on the position and won't
respond anymore. Not sure yet if it is reproducible, but you are
welcome to have a go at it.

Not a terminal bug, but I didn't expect something major like that. I'll
probably continue and work around it by keeping those resources available.

I remember this is strategy. It's Warcraft III that was the action
game. Never really liked it, except the multiplayer was fantastic.
