The take-away for me is the last paragraph:

"The results of any model where adequately documented computer code and the
data used are not made publicly available should be rejected. On these
grounds alone, Professor Ferguson’s modelling would not pass muster. It
should not have been used to frame public policy during the pandemic."

So where is the Excel source code for scientists, etc. to validate?

We have the Libreoffice code.

or Calc to read RFPs or other documents submitted by some idiot who can

Start here maybe? "Hobbyists" :-D from all over the world!

My guess is that LibreOffice developers are on par with MS Office developers
for "formal training". And that a fair number are trained in UX and QA, while
many are simply very good at hacking code.
