US government mandating users update their phones by August 28 or shut them
down completely.

The outstanding question is whether Samsung will update devices outside
their normal schedule-those not due an update this month. By the letter of
the law, if it does not then those devices in the hands of federal staffers
should be powered down. I have asked Samsung whether those out of schedule
devices will be updated.

That's deceptive clickbait. In the body of the story we find out that
it applies to federal employees, and though not explicitly stated I
think it means cell phones that are used for government business, not
employees' personal cell phones.
