I have just downloaded and installed Tcl/Tk 9.0b2 to experiment with.

However, some of my applications depend on TclLib and TkLib. But when I
ran the installer for TclLib 1.21 it said that it would only work with Tcl
8.2 (which is odd because my Debian system's Tcl/Tk is 8.6 and TclLib and
TkLib are available as packages that go with it).

Are there plans to port these libraries to Tcl/Tk 9?

Yes, there has been quite some work to make sure they work with Tcl/Tk 9. But the message about version 8.2 is rather odd. Can't help you there, I am afraid.

I think the problem is that I downloaded from https://www.tcl.tk/ but this
has old versions (tklib 0.7 2020; tcllib 1.21 2022).

Where can I find the versions being developed in conjunction with Tcl/Tk
9?

For Tcllib you need the head of the trunk.
There is no release of this yet.
