The predator who allegedly held a woman captive in a makeshift cinder
block cell in his Oregon home had a history of beating his wife and
threatening to kill both her and their two young children, according to
court papers obtained by The Post.

Negasi Zuberi had attacked his wife so viciously in July 2020 at a
previous home in Antioch, California, their kids � who were both under
five at the time � became traumatized, according to the documents.

�He screams at the kids and me, threatens me verbally, financially and
mentally abusive to all of us,� his wife, Alycia Westfall, alleged in the
request for a protective order.

�We get waken up every night from him being drunk and loud and scares us.

�He has hit me many times. He takes my phone so I can�t call the cops. He
takes my money so I can�t have any way to do anything, transfers my money
to his own account. He is [sic] caused me to be stressed and my kids every
day and [sic] scared.�

Westfall added their two sons � two and four years old at the time� also
witnessed Zuberi break windows, the TV and bottles as made threats against
their lives.

When she tried to call the police, Westfall said Zuberi just beat her
more.

A judge granted Westfall�s temporary restraining order request and ordered
Zuberi to stay at least 100 yards away from her and the children.

However, the order was dismissed and the case taken off the court calendar
on September 14, 2020 for reasons which weren�t recorded.

Police started looking for Zuberi in July after he had apparently
kidnapped and sexually assaulted a sex worker, driven her to his home and
attempted to imprison her in a makshift cell in the family garage.

After she escaped, police tracked down Zuberi to a Walmart in Reno,
Nevada, on the afternoon of July 16.

He was with Westfall and one of their sons and a 45-minute standoff took
place before Zuberi surrendered. He was taken to the Washoe County Jail,
in Reno, and faces life in prison if convicted on interstate kidnapping
charges.

Zuberi will be extradited to Oregon, but that could take several weeks,
authorities said.

The FBI�s Portland field office said the woman who was trapped at the
makeshift cinder block prison was able to beat down the cell door �with
her hands until they were bloody,� successfully breaking it open. She ran
down the street and managed to flag a motorist for help.

�According to the complaint, this woman was kidnapped, chained, sexually
assaulted, and locked in a cinderblock cell,� Stephanie Shark, the
assistant special agent in charge, said in a statement. �Her quick
thinking and will to survive may have saved other women from a similar
nightmare.�

Westfall�s father, who did not want to use his name, told The Post he was
shocked at the allegations and unaware what his daughter and Zuberi did to
support themselves.

Authorities say they believe Zuberi has other victims in many of the 12
states he has lived in, including New York and California.

Zuberi � who also went by several aliases such as �Sakima,� Justin Hyche
and Justin Kouassi � picked up other criminal cases along the way,
including one in Chicago for carrying and possessing a firearm, which is a
misdemeanor.

He also had eviction cases out of Chicago and Vancouver, Washington where
he was renting out rooms and beds at a two-story townhome that falsely
claimed was his.

Abishek Kandar, the actual owner of the home, wrote in a court affidavit
Zuberi had been subletting rooms illegally but had not paid rent for about
six months. He left the house damaged, threatened neighbors and used the
home to breed puppies, Kandar said.

Neighbors also said Zuberi was combative and had a steady stream of young
women coming in and out of the Vancouver townhouse.

�Danny,� one of Zuberi�s neighbors, told The Post Zuberi threatened him
several times, especially after it was revealed Zuberi was lying to his
tenants about owning the rental property.

Once Zuberi was evicted, Danny said he went into the home and was shocked
at what he discovered.

�We went through the home with the owner because we wanted to help him
since we are in the construction industry, but we found it in absolutely
horrible condition,� Danny said.

�There was garbage piled up inside the garage and on the inside of house
was blood on the walls. There was a lot of weird stuff in there that he
left, like heavy chains on the bed. It smelled horrible.�

Authorities at Wednesday�s press conference said Zuberi may have raped
victims by posing as a police officer or drugging drinks.

According to police records obtained by The Post, one of those women
answered a Craigslist ad posted by Zuberi in December 2022. The woman said
she had stayed at the house for four days when she started to feel Zuberi
would harm her.

�She says she wants to leave, doesn�t feel safe,� the officer wrote in the
report, adding the woman, �Feels that [Zuberi] was up to some shady s�t
and was about to do something bad.�
