Trump Claims �Illegal Aliens" Voted For Him In Droves.

In public remarks, former President Donald Trump has repeatedly made
unfounded claims about the threat of widespread voting by �illegal aliens�
and noncitizens in the 2024 election.

Away from the spotlight, though, at least one Republican National Committee
official is telling volunteer poll watchers a completely different story:
that such voting is close to impossible.

In a private Oct. 29 training session for poll watchers in Pennsylvania, an
RNC election-integrity specialist told volunteers not to worry about
noncitizen voting in the 2024 election because the electoral system had
safeguards in place to prevent illegal votes.

ProPublica obtained a recording of the training session. The RNC official�s
comments have not been previously reported.

The RNC official�s assurance contradicts statements made by Trump and his
Republican allies warning about �illegal aliens� casting ballots this year
and potentially swinging the election in favor of Democratic nominee Vice
President Kamala Harris.

�It is good to see the RNC official recognizing the truth, in contrast to
the many lies about noncitizen voting coming from Trump and his allies,�
said Rick Hasen, a professor and election-law expert at the UCLA School of
Law. �It would be even better for the officials to say it publicly.�

The RNC official who led the training session and a spokesperson for the
RNC did not respond to multiple requests for comment. Trump campaign
spokesperson Karoline Leavitt said in a statement to ProPublica that
Democrats were �pushing for non-citizens to vote and influence the future
of our country,� adding, �President Trump and the RNC will continue the
fight to secure tomorrow�s election so that every American vote is
protected.�

Voting by noncitizens is illegal under federal law and it almost never
happens. State and federal elections require voters to be U.S. citizens.
Government election officials from both parties have emphasized that there
are protections in place across the country to prevent noncitizens from
casting a ballot.

Yet that hasn�t stopped Trump and some of his most high-profile supporters
from making unfounded claims that noncitizens are registering and voting in
large numbers this year. �THE DEMOCRATS ARE TRYING TO �STUFF� VOTER
REGISTRATIONS WITH ILLEGAL ALIENS,� Trump posted on Truth Social in
September. Other prominent Trump supporters, including billionaire tech
investor Elon Musk and House Speaker Mike Johnson of Louisiana, have also
amplified unfounded claims about Democrats seeking to �import� such voters.

But on the ground, Trump�s own party, at least in the important
battleground state of Pennsylvania, is undercutting those dark visions of
illegal voting. During the Oct. 29 training session, Joe Neild, a member of
RNC�s election integrity team in the state, said such a scenario is nearly
impossible.

A participant in the training session asked Neild about the potential for
noncitizens to cast votes in the election and what poll watchers could do
to stop them.

Neild replied that, in Pennsylvania, undocumented people can�t legally
register to vote and so they would not be included in the list of eligible
voters used at voting precincts, known as poll books.

Here is the exchange:

Training participant: �I have two questions. The first one is: How do you
know if they are illegal aliens or not, like, when they�re voting, as far
as what you were explaining with the ID? And if they�re from another
country it was OK as long as they had an ID. How do you know if they�re
illegal aliens? How can you stop that?�

Neild: �Well, if they�re illegal aliens, they�re not going to be inside the
poll book. Because if they�re illegal aliens, they�re not going to be able
to register to vote, because they�ll need a driver�s license number or a
Social Security number.

�And since the recent litigation in the years past, you do have � to be
able to get a driver�s license here in Pennsylvania, you have to show proof
of citizenship. So that is one way that they will not be able to get a
driver�s license.

�And then you have to be � since they�re illegal, they�re not going to be
able to get a Social Security number either.�

Three election-law experts reviewed the exchange between Neild and the
poll-watcher trainee. All of them said that Neild�s description of the law
and the safeguards in place against noncitizen voting were accurate.

Adam Bonin, a lawyer in Philadelphia who practices election law, said Neild
gave an accurate description of Pennsylvania law and the safeguards against
noncitizen voting there. Bonin said Neild�s comments were �absolutely
consistent� with what Pennsylvania�s secretary of the commonwealth, Al
Schmidt, a Republican, has said about preventing noncitizen voting.

"As has been the case before, Trump has local experts on his team who know
what the law is here in Pennsylvania and who understand the reality of how
our elections work,� Bonin said.

Justin Levitt, a professor at Loyola Law School and an expert on voting
rights who worked in the Obama and Biden administrations, said he applauded
Neild for using factual information in his training session. Levitt added
that he was not surprised

ALBANY, N.Y. (NEWS10) — An Albany man has been sentenced for raping two minors several years ago. The district attorney’s office says Anthony Taylor, 44, raped the two kids from January 2017 to January 2019.

In October 2022, Taylor pleaded guilty to two counts of rape. He was sentenced Thursday to 14 years in state prison, followed by 15 years of probation.

Originally, Taylor was charged with two counts of predatory sexual assault of a child, four counts of rape, criminal possession of a weapon, and four counts of endangering the welfare of a child. Most of those charges were tossed as part of the October 2022 plea deal.

Assistant District Attorney Ariel Fallon handled the prosecution of this case. Taylor was sentenced by the Hon. William T. Little in Albany County Court.

Police identified the suspect as Paul McCloud.

Currently, he is wanted for the rape of a child.

He described him as standing at 6 feet tall and weighing about 180 pounds.

LAS CRUCES, N.M. (KFOX14/CBS4) — A Las Cruces man was arrested and accused of beating and raping a woman in early October.

Officers arrested 43-year-oldAli Jawad Al-Abyad.

According to the statement of facts, Al-Abyad was with the victim at her apartment helping her move.

Al-Abyad and the woman got into a verbal argument according to the document.

The woman saidAl-Abyad had strangled her and beat her with a metal pipe and his fists. She also said he had bent her over and raped her, according to the document.

The woman gaveAl-Abyad a debit card without money and asked him to go buy baby formula. When he left, she grabbed her baby and asked her property manager to give a her ride to her grandma's house.

The doctor who treated the woman at the hospital told officers that she would fall asleep while speaking and had difficulty staying awake.

The woman told officers thatAl-Abyad was her child's father.

She also told investigators that he locked her up in a room and told her if she tried to leave he would kill her, the document stated.

She said she was holding the baby whenAl-Abyad punched her with a closed fist and that he punched the baby in the head, according to the statement of facts.

The document stated he had several bruises all over her body.

Al-Abyad is charged with aggravated battery against a household member, strangulation, criminal sexual penetration, abuse of a child, criminal tresspass, contempt of court, embezzlement of a vehicle, and failure to appear.

TUMWATER, Wash. — A repeat offender with over 60 arrests and five convictions to his name was found Thursday in Portland after cutting off his GPS ankle monitor earlier this week in Seattle.

Damion Blevins, 33, boarded a train to Portland Monday evening at King Street Station in Seattle after removing his GPS ankle monitor.The Department of Corrections said he will be booked into the Multnomah County jail and then extradited to Washington to face new charges.

The DOC said Blevins is a resident of aLess Restrictive Alternative located in Tukwila.

"LRAs are community residential facilities that offer court-ordered treatment for sexually violent predators in a setting less restrictive than the Special Commitment Center on McNeil Island," wrote the DOC. "The program is run by the Department of Social and Health Services (DSHS), but LRA residents are monitored for compliance of their supervision requirements by DOC."

Blevins' most recent run-in with the law came when he was recently convicted of second-degree assault in 2017 and civilly committed to the Special Commitment Center in 2023. He also has five felony convictions on his record.

"I believe it was something related to looking for a job, maybe a job fair or interview of some kind," Chris Wright, a spokesperson for the Department of Corrections, said. "This appears to be the first time in recent memory that someone has cut off the monitor, so that is why we want to track him down as soon as possible."

According to court documents, Blevins was convicted after a sexual assault that happened near a Walmart parking lot in Federal Way. Documents allege he raped the victim "multiple ways" while holding a knife and threatened to slit her throat. He then stole bank checks and money from the victim.

"At one point, the victim screamed out in pain, and the defendant told her that no one could hear or help her," the documents stated.

The victim was able to break free and run for help at a convenience store.

"The defendant was seen getting on a local bus near the store. The bus was stopped a short time later, and the defendant was arrested," court documents stated.

MINNEAPOLIS (FOX 9) - A 13-year-old boy was fatally shot by a 14-year-old boy in a Minneapolis home early Tuesday morning, according to police.

What we know
The Minneapolis Police Department (MPD) said the shooting happened around 1:30 a.m. on the 2400 block of Ferrant Place. Officers at the scene found a 13-year-old boy inside the house with an apparent gunshot wound, and despite life-saving measures, he was pronounced dead at the scene.

The preliminary investigation suggests the 13-year-old boy was shot while the 14-year-old boy was "handling a gun," a press release read. The 14-year-old boy was taken into custody at the scene.

Minneapolis police described this incident as an "apparent accidental shooting" but noted officers are still working to determine what led up to the shooting, according to the press release.

Two adult women and other juveniles were home at the time of the shooting, but no other injuries were reported.

Minneapolis Police Chief Brian O’Hara issued a statement saying, "The death of a child is always incredibly troubling and tragic. Our investigators will work diligently to answer the many questions we have. In addition to supporting the families that are impacted by this tragedy, everyone must make every effort to ensure that every gun is securely stored."

What we don’t know
The MPD said in the press release that officers are "familiar with both of the boys" involved in this incident but did not provide further details.

Police did not say who owns the firearm or how the teenager got hold of it.

A 51-year-old man with a long criminal history of targeting women was indicted Tuesday, Aug. 27, for allegedly kidnapping, raping and sexually and physically assaulting a 43-year-old woman in Gresham.

In a Multnomah County grand jury indictment, Themba Kelley faces 11 charges — first-degree kidnapping, first-degree rape, two counts of first-degree sodomy, first-degree unlawful sexual penetration, two counts of first-degree sexual abuse, second-degree assault, third-degree robbery and two counts of strangulation.

The investigation began on Aug. 14 when Gresham Police officers responded to the 18300 block of Southeast Stark Street on reports that a woman was being held captive and sexually assaulted by a man, later identified as Kelley.

Gresham detectives said the woman met Kelley on Aug. 13 at Laurelhurst Park in Portland. According to court documents, he identified himself as "Themba Spirit" to the victim, and spent time that afternoon helping repair her vehicle. The victim told law enforcement she went with Kelley to his motel room after he offered to let her shower and do laundry.

Once inside the room, Kelley became aggressive and threatening toward the woman and started to assault her, court documents stated. For more than an hour, Kelley allegedly brandished a firearm and used physical force to rape the woman and commit other sex crimes.

Law enforcement said the woman struggled to get away, but Kelley prevented her from leaving. Court documents say Kelley broke the woman's arm and strangled her during the struggle. He also allegedly made several threats to shoot and kill the woman while she was being held captive.

At some point, the woman was able to contact friends by phone. Those friends called 911. She escaped the motel room and contacted police as they arrived on scene.

The attack allegedly occurred while Kelley was on probation for a 2016 conviction stemming from an incident involving a 16-year-old girl who called 911 to report a stranger inside her bedroom. For that incident, Kelley pleaded no contest to burglary and attempted sex abuse in January 2019, and was sentenced to one year in jail — with credit for time served — and three years probation.

Kelley is the same man police said groped a teenage girl in the bathroom of a southwest Portland Baskin-Robbins in 2014, and was arrested again a few months later for violating parole by approaching a 12-year-old girl at her northeast Portland home.

According to the court documents, Kelley has a criminal record dating back to 1989 in four states. In January, when he was sentenced for breaking into the girl's room, he said he was taking steps to address his mental health issues.

Law enforcement is requesting assistance in determining whether there are additional victims. Detectives said Kelley has represented himself as a life coach for vulnerable community members, particularly those who do not have a permanent residence. He has used the alias of "Themba," "Themba Kelly," "Themba Spirit," "Themba Spirit Kelly," "Themba Hasaan Kelley," "Themba H. Kelley," "Temba Spirit," and "Spirit Themba."

TANGIPAHOA PARISH, La. (WVUE/Gray News) – A Louisiana man who was sentenced to 35 years in prison must also undergo chemical castration after he was convicted of raping a juvenile under the age of 13.

Tangipahoa Parish District Attorney Scott Perrilloux said Ryan Clark, 34, pleaded guilty on March 1 to felony charges of second-degree rape, molestation of a juvenile under 13 and sexual battery, WVUE reports.

The investigation began in July 2020 when deputies were notified of the sexual assaults between Clark and a juvenile. A second possible victim was also discovered.

The DA’s office did not reveal further details about the crimes.

On Tuesday, Clark was sentenced to 35 years in prison.

The first 25 years of his sentence are to be served without the possibility of parole or benefits. Clark will receive credit for time served, must register as a sex offender for life, forfeit all parental rights to all children and submit to chemical castration upon release.

Chemical castration involves injections of medroxyprogesterone acetate, a drug that suppresses a man’s sex drive by reducing testosterone levels.

The drug was made legal in Louisiana in 2008. Former Governor Bobby Jindal signed the bill into law to impose drug treatments on those found guilty of certain crimes, including molestation of a juvenile, aggravated rape, forcible rape, second-degree sexual battery, aggravated incest and aggravated crime against nature.

The injections are to be given at least one week before a convicted sex offender is released from prison.

In 2022, Louisiana Sen. Regina Barrow proposed a bill to allow surgical castration of sex offenders convicted of crimes involving victims under the age of 13, but she later shelved her proposal.

Metro police arrested and charged a convicted sex offender after they say he posed as a good Samaritan then brutally attacked and raped a woman in a wheelchair after she got off an MTA bus Monday.

Reginald Eugene Gregory, 50 was being jailed with a $250,000 bond Tuesday on one count of aggravated rape in connection to a Monday night attack on a 60-year-old Madison woman, police said.

The woman called police from her apartment to report the assault at 8:30 p.m., police said.

A preliminary investigation revealed the woman came into contact with Gregory while she traveled home with groceries on an MTA bus, and that Gregory agreed to help her down the street to her home.

The woman said once they got to the doorway of her apartment, Gregory dumped her out of her wheelchair and began to choke her with both hands. She said Gregory then carried her to her bedroom where police say he sexually assaulted her.

After Gregory left, police said, the woman called police.

Responding officers located him in a parking lot on South Gallatin Pike and arrested him.

Gregory, a registered sex offender, was arrested for aggravated rape in 2012, and was convicted of attempted rape and received a six-year prison sentence.

Gregory served a little more than two years of his six-year sentence before being released in December of 2014, after earning sentence reduction credits, a Tennessee Department of Corrections spokeswoman said.

Police said he was also arrested for rape in 2003 and was subsequently convicted of aggravated assault and received a sentence of 10 years.

Police say they’ve arrested a man on suspicion of sexually assaulting multiple girls and women in Long Beach, and detectives believe there may be more victims.

The 34-year-old suspect, Melvin Aaron Johnson Jr., is accused in a string of crimes that stretches back 10 years, the Long Beach Police Department said in a news release.

In the earliest crime, police allege he forcibly committed lewd acts on a child under 14 near Paramount Boulevard and South Street in April 2014.

Police also listed four crimes he’s accused of committing this year:

“Various sexual assaults, against a female adult” near Long Beach Boulevard and Wardlow Road in May
Sexual assault on a minor near Long Beach Boulevard and San Antonio Drive in July
Sexual assault against a woman near Orange Avenue and Pacific Coast Highway in October
And possession of a firearm by a felon near Pacific Coast Highway and Pacific Avenue in October
Police said Johnson used a gun during several of the attacks.

“Additionally, Johnson is a person of interest in multiple additional sexual assault cases in Los Angeles Sheriff’s Department jurisdiction and the state of Nevada,” the Long Beach Police Department said.

Police said they arrested Johnson on Oct. 30. He was booked into jail on suspicion of forcible lewd act against a child under age 14, forcible rape, forcible oral copulation, two counts of sexual assault with intent to commit a felony, sexual battery for the purpose of sexual arousal, sexual battery through restraint, sexual assault on a minor with intent to commit a felony, and possession of a firearm by a felon.

His bail was set at $3.5 million, police said.

PORTLAND Ore. (KPTV) – A previously convicted sex offender has been sentenced to 20 years in prison for the 2019 rape of a Gresham woman.

The Multnomah Co. District Attorney’s Office says Themba Hassan Kelley, 54, met the victim Aug. 13, 2019 at Laurelhurst Park.

Kelley reportedly helped fix the victim’s car before offering to let her take a shower and do laundry at the hotel he was staying. Once at the Gresham hotel, Kelley became aggressive, assaulting and raping the victim.

The woman was eventually able to call friends who subsequently called 911. Police made contact with her just as she was able to escape the hotel room, with Kelley found inside shortly after.

On May 1, Kelley was found guilty of one count of Rape in the First Degree and two counts of Sodomy in the First Degree. The jury also found him not guilty of one count of Unlawful Sexual Penetration in the First Degree and one count of Sex Abuse in the First Degree. He was sentenced to 20 years in prison on Thursday.

Kelley was previously arrested in July 2016 after a 16-year-old girl called 911 to report a stranger inside her bedroom early in the morning on the 7800 block of Southeast Franklin Street.

The man left before officers arrived, but the victim’s detailed description led them to identify Kelley as the suspect.

Kelley was found carrying items stolen from the home, according to police.

Court records show Kelley told police he made a connection with a woman in the window and broke in “as a lust thing,” telling officers the woman had thrown a “lustful Jezebel energy” at him.

In Jan. 2018, Kelley was sentenced to one year in jail and three years’ probation after pleading no contest to charges of first-degree burglary and attempted sex abuse.

In 2019, the D.A.’s Office said Kelley had used the alias of “Themba,” “Themba Kelly,” “Themba Spirit,” “Themba Spirit Kelly,” “Themba Hasaan Kelley,” Themba H. Kelley,” “Temba Spirit,” and “Spirit Themba.” They added he previously represented himself as a “life coach for vulnerable community members,” particularly those who do not have a permanent residence.

On April 5, 2022, the Watervliet Police Department responded to the 1600 block of 3rd Avenue for a reported sexual assault. At the conclusion of an extensive investigation, it was determined that a 15-year-old victim was sexually assaulted by Rhannad A. Burch, who was released from state prison on March 31, 2022, after serving two years upon his conviction for Rape in the 3rd Degree. In addition, Watervliet detectives discovered that Burch was in violation of an order of protection regarding a separate victim.

On April 6, 2022, Burch was arrested in Albany, NY after a coordinated effort by the Watervliet Police Department and the New York State Police (NYSP).

Watervliet police detectives charged Burch, a 31-year-old male from Troy, NY (photo attached) with Predatory Sexual Assault (Class A-II Felony), Rape in the 1st Degree (Class B Felony), Criminal Sexual Act in the 1st Degree (Class B felony), Criminal Contempt in the 1st Degree (Class E Felony), Criminal Mischief in the 4th Degree (Class A Misdemeanor) and Endangering the Welfare of a Child (Class A Misdemeanor). Burch was arraigned in Watervliet City Court and remanded to the Albany County Correctional Facility without bail.

“This offender demonstrated a brazenness that is often a routine characteristic of many violent criminals,” said Watervliet Police Chief Joseph Centanni. “This attacker engaged in another violent sexual offense days after being released from prison for a rape conviction. This defies all common sense and logic. We remain committed to working with our law enforcement partners and the community to pursue and remove threatening criminals from our neighborhoods,” concluded Centanni.

Michael Reese, the sex offender suspected of killing a visiting nurse in a Willimantic halfway house last month, grabbed a woman from behind in New Haven 17 years ago, raped her, squeezed her neck until she passed out and stabbed her, according to the warrant for his arrest.

The woman, who police said was looking to get paid to have sex with him, survived, despite having been stabbed in the neck, according to the warrant from his June 8, 2006 arrest. She had “significant damage to her trachea, her jugular vein and carotid artery,” the warrant said.

She couldn’t breathe on her own, and when police first interviewed her in the hospital, she had to communicate by writing and shaking or nodding her head, according to the warrant obtained Wednesday by Hearst Connecticut Media Group.

More recent court documents show that Reese is a suspect in the Oct. 28 death of visiting nurse Joyce Grayson, who was found in the basement of a Willimantic halfway house for sex offenders, a crime the Willimantic police chief called one of the worst he had seen in his career.

Reese was arrested the day of the homicide on misdemeanor charges and the next day on a charge of violation of probation, but has not been arrested in Grayson’s death. Police have released no information about the homicide and have not released Grayson's name. Eastern District detectives with the Connecticut State Police have taken over the investigation.

The sex assault conviction that landed Reese on the Connecticut Sex Offender Registry for life happened in state Superior Court in New Haven on June 18, 2007. He was convicted of first-degree sexual assault and first-degree assault and sentenced to 25 years in prison, suspended after 17 years, followed by 10 years of probation.

According to the warrant, the New Haven assault happened on June 1, 2006 in Fair Haven Union Cemetery. A resident of Bright Street heard glass break in the street and saw a woman who was naked and bleeding standing against a fence inside the cemetery, the warrant said. He also saw a man he described as tall, yet “stocky,” running out of the cemetery toward Grand Avenue.

Police eventually learned that Reese had agreed to pay $30 for sex with the woman and the two walked into the cemetery and stopped in front of a mausoleum, where Reese pulled down his pants, exposing himself, the warrant said. The woman demanded money before having sex, but Reese refused to pay, the warrant said.

The woman turned away from him to get the coat she had hung on the mausoleum door and Reese grabbed her from behind, covering her mouth with his hand and “forcibly lowered her pants,” the warrant stated. She stopped struggling because she was in fear for her life, she told investigators, according to the warrant.

Reese raped her, she told police, and when she went to leave, he grabbed her neck with both hands and put her in a chokehold until she passed out, according to the warrant. The woman wasn’t feeling well at the time of the interview and asked detectives to continue it at a later time, the warrant said.

The woman later told police she recalled that Reese said he worked at Lowe's and lived with his grandmother on Pierpont Street in New Haven, the warrant said. They learned from a loss prevention worker at the store that Reese fit the description, but had not reported to work since May 26, 2006.

When shown a picture of Reese in a photo array, the woman immediately pointed to him as her attacker, the warrant said.

The woman was 5 feet tall and weighed about 95 pounds at the time of the attack, the warrant said. Reese was 6-foot-1 and weighed 345 pounds, court records show.

JONESBORO — Here are the 60 charges a Clayton County grand jury returned against accused serial rape suspect Kevin Thomas Bowen III Nov. 13.

The grand jury true bill names nine rape victims and, in eight cases, states the address where the crimes allegedly took place. In addition, Bowen is charged with assaulting a roommate who allegedly was injured during a fight and a child who Bowen allegedly punched.

A Clayton County Police detective testified Bowen’s DNA matched that found on eight of the victims in attacks between 2016 and 2019. A ninth victim from 2015 was later added to the indictment.

JONESBORO — A Clayton County grand jury has indicted Kenneth Thomas Bowen III, the suspected Clayton County serial rapist, on 60 charges.

According to a press release from District Attorney Tasha Mosley, the indictment charges Bowen, 24, of Jonesboro, with:

Counts 1-7, Victim 1, in Clayton County, on or about July 4, 2015: rape, kidnapping, armed robbery-cell phone (firearm), aggravated assault (intent to rape), aggravated assault (intent to commit theft using a firearm), false imprisonment, possession of a firearm during commission of a felony (rape). A New Haven man is locked up in Los Angeles, charged with killing one woman and raping another, and there are reports that he could be a suspected serial killer.

Police arrested 27-year-old Danueal Drayton after they found him in North Hollywood with a woman who was tied up.

Police say just last week Drayton killed a woman in New York. They say he met both his victims through the dating app Tinder.

“The common denominator in these two cases – one being a murder, one being a rape – is dating websites,” said Chief of Detectives Dermot Shea.

Police think Drayton may have used other dating sites to meet other potential victims.

They say he has a number of prior arrests here in Connecticut.

BLOOMFIELD -- FOX61's Chief Investigator Brian Foley spoke to a father who said he fended off an intruder who attacked his daughter.

On Thursday afternoon, the Bloomfield Police Department responded to 20 Mitchell Drive following a reported disturbance.

Police said that Michael Farrigon, 43, attacked his 30-year-old neighbor as she was sitting in a car in her parents’ driveway.

The woman’s father, Maurice Gordon, said while being attacked, his daughter honked her horn and screamed.

“He opened the door and went from the passenger side and was holding onto her saying that he wanted to rape her,” Gordon said Friday.

His daughter managed to escape and run to the house, but the neighbor followed.

“He came up on the step and said ‘I love your daughter, I want to rape your daughter,’” Gordon recounted. He said the two then started wrestling.

“I called to my wife, I said ‘bring my gun.’”

Gordon, with gun in hand, urged his neighbor to leave.

“I hold the gun in my right [hand] and I said, ‘Mike I don’t want to hurt you please get off my property.’ Even with the gun in my hand I could see that he had no fear.”

“I had no choice than to fire,” Gordon said while pointing to the sky, “because I didn’t want to hurt him, so I fired a shot.”

Gordon said Farrigon walked away but returned so he fired a second shot.

FOX61 has obtained Bloomfield Police Department body camera video showing an officer telling the suspect to get on the ground. Farrigon is heard saying the words “rape” and “woman.”

Several officers are then seen taking subduing Farrigon and taking him into custody.

Michael Farrigon was arrested and charged with Unlawful Restraint, Attempted Sexual Assault, Attempted Home Invasion, and other offenses.

Bloomfield Police detectives “conferred with the CT State’s Attorney Office while at the scene and were advised that criminal charges for the father would not be applicable for firing the weapon in this incident,” according to the department.

A convicted rapist was charged with murder and attempted sexual assault Friday in the killing of a visiting nurse at a Connecticut halfway house for sex offenders in October — a crime that spurred calls for better safety measures for home health care workers.

Authorities added the charges against Michael Reese, 39, as he appeared in state court in Danielson for a related larceny and drug paraphernalia case. Police arrested him on those allegations as he was leaving the Willimantic halfway house on the day when Joyce Grayson was found dead in the basement on Oct. 28. Officers said Reese had some of Grayson's possessions on him.

Grayson, a 63-year-old mother of six and a nurse for 36 years, had gone to the house to administer medication to Reese. Police responded there when someone reported she had missed later appointments.

Reese was charged with murder, felony murder and attempted first-degree sexual assault, according to the court clerk's office. Additional details of the allegations were not immediately available.

Reese's public defender did not immediately return phone and emails messages seeking comment Friday.

New details of the killing emerged Friday with the release of the arrest warrant for Reese. Grayson was strangled and was found naked from the waist down, except for her socks, according to the warrant. She also had blunt-force injuries to her head, torso and extremities, the warrant said, citing an autopsy by the chief medical examiner's office.

Testing also showed that DNA found on Grayson's body was highly likely Reese's DNA, the warrant said.

Grayson's daughter called police to request a well-being check after Grayson missed some appointments after Reese, the warrant said. The daughter said she used a phone location app and it said Grayson was at the address of the halfway house, according to the document.

Police also said the Department of Correction recorded phone calls Reese made while detained on the larceny and drug paraphernalia charges that appear to implicate him in the killing.

“Basically, bro, it was a robbery gone wrong, bro. A robbery gone accident, that's it,” Reese said on one of the calls, according to the warrant.

In another phone conversation, Reese said he had started using drugs again and it led him to do “what happened," the warrant said. He also said that he would take a plea bargain, according to the document.

“I'm going to take the first offer that they give me as long as the charges are right,” he said, according to the warrant. “I don't care, like, I'm, I've already come to terms that this is it for me.”

Grayson was a nurse for the Connecticut Department of Mental Health and Addiction Services for 26 years before serving as a visiting nurse for over a decade, according to her family. She also was a beloved foster parent, taking in nearly three dozen children and being honored with the state’s Foster Parent of the Year award in 2017.

After her death, state and federal lawmakers renewed pushes to prevent violence against health care workers.

Reese, who was on probation after serving more than 14 years in prison for stabbing and sexually assaulting a woman in 2006 in New Haven, was taken into police custody while leaving the halfway house on the day Grayson was killed. He was released from prison in late 2020 and was sent back to detention two times for violating probation, state records show.

Authorities said he had some of Grayson’s belongings, including credit cards, and was charged with violating probation, larceny and using drug paraphernalia.

The warrant said he drove Grayson's car to a bank and a local convenience store and used Grayson's debit card to withdraw more than $400 before returning to the house and getting arrested. Police said surveillance video showed Reese at the bank and store, and his GPS monitoring device for his probation showed him near those locations at the same times.

A judge on Friday set bail at $2 million on the new charges. Reese has been detained on bail since his arrest. He is due back in court on June 7.

Derek Swift is accused of kidnapping a 15-year-old girl and keeping her locked in a basement for nearly five months while repeatedly drugging and sexually assaulting her.

CHICAGO (CBS) -- A Chicago man has been charged with kidnapping a 15-year-old girl and keeping her locked in his basement for nearly five months as he repeatedly sexually assaulted her.

Derek Swift, 48, is charged with one count each of aggravated kidnapping, kidnapping, criminal sexual assault, and aggravated criminal sexual abuse.

Cook County prosecutors said the girl was walking home on Dec. 6 when Swift pulled up in a car and offered her a ride, according to court records.

After the victim got in his car, he pressured her into drinking alcohol and taking pills, and she lost consciousness, according to prosecutors.

The victim later woke up naked in a bed in Swift's apartment. Swift kept her locked in the basement, repeatedly raping her through late April, sometimes leaving her alone for two to three days at a time.

At one point while she was locked up, Swift gave her a phone so he could check on her, and threatened to kill her if she contacted anyone. Prosecutors said he also forced her to take pills, and would force them into her mouth when she refused.

Swift kept her in the basement until April 29, when she called police.

At his first court appearance on Thursday, he was ordered held at Cook County Jail as he awaits trial. He is due back in court on May 21.
