Scranton police charged a man with raping and inappropriately touching children on separate occasions over the span of six years.

Marquis Richardson, 34, faces multiple felony counts of aggravated indecent assault of a child, indecent assault of a person less than 13 years, unlawful contact with a minor, corruption of minors, rape of a child, involuntary deviate sexual intercourse of a child, sexual assault and endangering the welfare of children, and a misdemeanor count of indecent exposure.

The investigation began in December 2018, when city police received a tip that Richardson, 122 Belvedere Drive, was forcing a 4-year-old child to have oral sex with him and that she would get in trouble if she told anyone, officers wrote in a criminal complaint. She wasn’t able to disclose what happened to her during an interview with the Children’s Advocacy Center of NEPA later that month and the case was marked inactive.

In May 2022, police received a report about a second child, who told authorities in Sumter, S.C., that Richardson “touched me all over my body” under her clothes when she was in first or second grade. Richardson asked her to touch his genitals, which she refused, later raping her in his apartment, according to the criminal complaint. He told that girl not to tell anyone, police said.

In May, police received another tip stating the first girl was inappropriately touched by Richardson when she stayed overnight at his home.

She told city police during an interview that Richardson began inappropriately touching her when she was around 4 to 6 years, waking up in the middle of the night to find him touching her under her clothing. The incidents included Richardson asking her to take off her clothes to try on a skirt he purchased for her and trying to touch her when she put it on, and bribing her to perform oral sex with him, according to the complaint. The girl fought back on one occasion when he tried to inappropriately touch her, the complaint continued.

The abuse occurred until she was 9 years old and Richardson told her not to tell anyone about it.

Richardson denied his involvement with the first girl and denied wrongdoing with the second girl, police said in the complaint. He was later arrested, denied bail and taken to the Lackawanna County Prison. A preliminary hearing is set for July 1.

Murder charges were filed Thursday against two suspects in the shooting deaths of four women at the Fairmont Terrace apartments last month.

Cedric Dwayne Poore, 39, and James Stanford Poore, 32, are each charged with four counts of first-degree murder and two counts of armed robbery.

Cedric Poore was also charged with possession of a firearm after a felony conviction.

The brothers are accused of killing Julie Jackson, 55; Misty Nunley, 33; Rebeika Powell, 23; and Kayetie Powell Melchor, 23, in Powell's apartment on Jan. 7.

All four women were shot in the head with their hands bound behind their back, police said.

According to the Poore brothers' arrest reports, the men told witnesses they were "going to pull a lick" - or robbery - at Powell's apartment in the same building where they were staying.

Cedric Poore was armed with a .40-caliber pistol, police allege.

James Poore told police he knew that at least one of the victims used and sold illegal drugs, according to the report.

Witnesses told police that the men said they shot the women because they could identify them.

James Poore said he shot one of the victims and that Cedric Poore shot the rest, the arrest report alleges.

Melchor and Powell are listed on the charges as victims of the armed robberies. Police said both women, who were twin sisters, were living in the apartment where the shooting occurred.

Powell's son, who was 3 at the time, was in the apartment when the slayings occurred but was not physically harmed.

First Assistant District Attorney Doug Drummond said: "Filing charges is the first step in our effort to obtain justice for each of these victims, their families and the community. As in any case, both men are presumed innocent until proven guilty. At the appropriate time, the District Attorney's Office must present evidence to prove their guilt beyond a reasonable doubt."

Drummond said the Tulsa County District Attorney's Office has not decided whether to seek the death penalty.

"In cases such as these, we review the facts and evidence to determine whether to seek the death penalty as an option of punishment," he said.

"At some point after the preliminary hearing, we will conduct a formal review and make a determination."

James Poore also was charged Thursday with shooting with an intent to kill and armed robbery in connection with unrelated crimes that occurred Jan. 5.

Drummond said a woman was sitting in her car at the Windsail Apartments, 9808 E. 73rd St., about 11:30 p.m. that night when a person reached into her car and grabbed her bag, which contained a wallet and other items.

There was a struggle, and a shot was fired through a window and struck the victim in the leg, he said.

The woman, who was not named in the charges, was treated at a hospital and released, Drummond said.

Both brothers have extensive criminal backgrounds that include multiple counts of robbery and drug offenses.

James Poore was convicted in October 2001 of four counts of armed robbery, for which he served 12 years behind bars. He was released from prison in December 2011 and was scheduled to be on probation through 2016.

Cedric Poore was convicted in 1995 of armed robbery and was sentenced to a 35-year prison term. He was scheduled to be on probation until 2017.

James Poore was arrested about 9 a.m. Feb. 6. Cedric Poore was already in the Tulsa Jail on several traffic warrants.

Police said both men were staying at Fairmont Terrace, the apartment complex where the four women were shot.

The two are scheduled to be arraigned Friday.
