When a Ramsey County Community Corrections agent checked the cellphone of a man still under supervision for the 1993 rape of a teenager in St. Paul, he found a recent video that appeared to show another sexual assault.

A second agent tracked down the woman who appeared in the video, who said she was unaware the video existed or exactly what happened.

On Thursday, Ramsey County prosecutors charged Jesse H. Curry, 57, with third-degree criminal sexual conduct. They said the woman was physically helpless because she was unconscious after drinking.

Curry was accused of sexual assault on at least two prior occasions, and both instances involved alcohol consumption and women Curry met at parties, according to a 2000 Minnesota Court of Appeals opinion.

The woman in the current case told police she didn’t know Curry well. On the January night the video was taken, she remembered doing shots of vodka in Curry’s car after he picked her up from a bar. She didn’t recall arriving at his St. Paul apartment and believed she blacked out. When she woke up, she was naked in a bed and didn’t know where she was.

“She believed something … happened to her and wanted to leave as soon as possible,” according to the criminal complaint.

When a community corrections agent located a 37-second video in the trash bin of Curry’s phone in February, he told police the woman was his girlfriend.

“Unlike his admissions to his probation agent and during his probation violation hearing, Curry denied having sex with (the woman) that evening, saying that they were never involved sexually,” the complaint said of what he told police.

An attorney for Curry was not listed in the court record Thursday.

When the community corrections agent found the woman, who was 21, she said they “were not in any type of relationship and she never would have consented to sex with a man that much older than her.”

Curry was taken into custody in February and sent back to prison in March for violating conditions of his release, according to the Minnesota Department of Corrections. He last left prison on supervised release in 2018.

He still is serving his sentence after pleading guilty in 1994 to aiding and abetting first-degree criminal sexual conduct. Curry was charged with the rape of a 15-year-old at a party in 1993, according to an article from the time.

Curry was sentenced to 30 years in prison and 10 years of supervised release under a repeat offender statute. In 1988, he raped a woman he met at a party, according to the appeals court opinion upholding his sentence in the 1993 case.

A woman was standing at a bus stop in the 1500 block of West University Avenue in the fall of 2011 when a man pressed a handgun into her back and forced her into a car, charges say.

Then he drove her to a dark area with no street lights and raped her.

That’s the account alleged in a criminal complaint charging Drey Lamar Lee, 25, with two counts of first-degree criminal conduct and one count of kidnapping.

The complaint was filed Tuesday in Ramsey County District Court.

The woman, who was 36 at the time, later told a St. Paul police officer that the man threatened to shoot her if she didn’t cooperate, according to the complaint.

After the assault, which reportedly took place in the car, the man drove the woman to a parking lot and “yanked” her out of the vehicle, causing the woman to hit her head and pass out, charges say.

She reportedly woke up in the parking lot alone with her pants down below her waist. It was Oct. 28, 2011.

A sexual assault examination was conducted and the kit submitted to the Minnesota Bureau of Criminal Apprehension for testing.

The state agency reported on March 27 that the male DNA profile obtained from swabs taken from the woman matched the male DNA profile submitted in a separate St. Paul criminal sexual conduct case that took place in 2016, the complaint said.

Lee was the suspect in the 2016 case.

He was interviewed by St. Paul police Monday and denied the allegations.

After being shown a photo of the reported victim, Lee said he recognized her but didn’t know her name. He said the woman repeatedly sends him “friend” requests on Facebook and asks him to secure her marijuana, according to the complaint.

He denied engaging in sexual activity with her or raping her and accused his sister of persuading the woman to make up the allegations against him.

He told the officer that he’d moved to St. Paul in 2006 and has been homeless since he was 18.

Lee’s criminal record includes three petty misdemeanors for selling a small amount of marijuana and disorderly conduct.

Neither he nor his relatives could be immediately reached for comment.

The executive director of the Minnesota Coalition Against Sexual Assault, Jeanne Ronayne, said Tuesday that best estimates indicate 90 percent of sexual assault cases occur between people who are at least casually known to each other.

“Stranger assaults are the ones we are generally most fearful of and for good reason, but they do tend to be the ones that happen most infrequently,” Ronayne said.

OLATHE, Kan. (AP) – A Minnesota man has been charged with raping a 12-year-old Kansas girl who was the focus of an Amber Alert.

Twenty-three-year-old Dechon Michael White, of South St. Paul, Minnesota, was booked Friday into the Johnson County, Kansas, jail, where his bond is set at $250,000.

Federal prosecutors initially charged White with kidnapping after he allegedly took a bus to Minnesota with the girl in July.

She had been reported missing two days earlier in Lenexa, Kansas. The kidnapping case was dropped this summer before Kansas prosecutors filed two rape charges.

White met the girl, who is now 13, online.

Prosecutors say White and the girl told the girl’s mother that he was 16.

APPLE VALLEY, Minn. (FOX 9) - The prosecution of a predatory sex offender in Dakota County has taken a twist with the death of an alleged victim. But prosecutors are vowing to take the case to trial, and are asking the woman’s statements before she died be admitted as evidence.

The case dates back two-and-a-half years and involves defendant Kyle Tweed, who has been convicted in two prior criminal sexual conduct cases.

Tweed is currently in the Dakota County jail, where he has been since his October arrest after two years on the run.

The 40-year old Tweed is charged with violating his lifetime predatory sex offender registration. He is also accused of assaulting a woman in a 2019 case in Apple Valley where he is charged with raping the woman after a night of heavy drinking at the home of Tweed’s mother.

FOX 9 has confirmed, the victim, known only in court documents by her initials, S.M. has died.

The Dakota County Attorney’s office wrote to the court in recent days, the state intends to proceed with the prosecution and wants the victim statements to investigators allowed as evidence at trial.

Local criminal defense attorney Ryan Pacyga, who is not directly involved in the case said this might be new legal territory with a case potentially proceeding without the ability of the defense to cross-examine an accuser’s testimony, in this instance, because she is dead.

Pacyga figures it will ultimately be up to the trial judge based on their assessment of the rules of evidence and a defendant’s constitutional rights to a fair trial.

"You have no right if she is dead to ask her tough questions about how it happened, whether it was consensual, whatever the guy’s defense is," Pacyga explained.

According to the original charging documents, there were witnesses at the time who heard the woman yelling and screaming at Tweed, "you raped me," before he fled the scene.

Prosecutors have also told the court, they intend to introduce Tweed’s prior convictions for criminal sexual conduct from Hennepin and Scott counties. One of those victim-survivors told FOX 9’s Paul Blume in the past that Tweed remains a danger to society.

"He’s been doing this for a long time and it doesn’t seem he has any plan to stop doing this," Megan Curtis said during an October 2021 interview.

Neither Tweed’s lawyer nor the Dakota County Attorney’s office wished to comment on the status of the case following the woman’s death. No other details or circumstances of her death were publicly released.

A hearing on the issues is now scheduled for April.
