Martin David Hutchins, 39, is a person of interest in two St. Cloud burglaries last month. Minnesota Department Of Corrections.

ST. CLOUD — St. Cloud police Thursday named a person of interest in two burglaries last month in which residents reported finding a naked man in their bedrooms who fled before police arrived.

A media release from Lt. Lori Ellering named 39-year-old Martin David Hutchins of St. Cloud as a "person of interest" in both burglaries.

Hutchins is in custody at Hennepin County Jail, arrested Oct. 30 on unrelated parole violations, the release said. He will remain in custody pending charges in this case from Stearns County.

Investigators noted Hutchins' similar past criminal convictions, living near the location of the first crime scene, and matching the physical description of the suspect, according to the release.

In the first burglary — about 6 a.m. Oct. 19 in the 700 block of Seventh Avenue South — a woman called police reporting "an unknown naked male was in her bedroom," exposing and touching himself sexually. The man fled the scene when the woman called 911.

According to the release, an investigation into this incident "revealed that physical evidence recovered at the crime scene has been linked to Hutchins and suggests that he is the perpetrator."

Hutchins has also become a person of interest in a burglary and attempted sexual assault Oct. 29 in the 700 block of Seventh Avenue North.

An earlier media release said officers met with a 20-year-old woman who said she woke up to find a man who was naked from the waist down in her bedroom. The woman told police he grabbed her by the ankles. She was able to scream to alert her roommates and push the man away. Then the man fled.

The woman accused of plowing her vehicle into a crowd of people early Saturday morning in downtown Minneapolis has now been charged with second-degree intentional murder and five counts of second-degree assault with a dangerous weapon.

The crash killed 16-year-old De’Miaya Broome and left five others injured at North 5th Street and Hennepin Avenue just before 12:30 a.m. Saturday; one of the victims was initially reported to be in critical condition. The victims suffered injuries from bumps and bruises to broken legs, and a head injury, charges say.

Charges filed Tuesday in Hennepin County District Court state that the driver of the vehicle, Latalia Anjolie Margalli, 22, encountered a male she knew, and they started to argue. A witness who had arrived at the scene with Margalli later told police that a group of unknown females started getting involved, telling Margalli to leave him alone. The witness said the argument escalated to a fight, at which point Margalli returned to her vehicle after one of the other females sprayed mace. The other females began taunting Margalli for leaving the fight, and one of their friends jumped out of the vehicle and re-engaged in the fight, the witness said. Margalli then drove her vehicle into the group that was fighting and then fled the scene.

Videos posted online shortly after the crash showed both the fight and the vehicle backing up near a crowd of people, which abruptly turned and drove right into and over the crowd at the corner. One of the victims told police that before Margalli got into her vehicle, she said to the group, “I’m going to shoot you.”

A witness to the crash followed Margalli out of downtown and into north Minneapolis, where police caught up with her and placed her under arrest, Minneapolis Police Chief Brian O’Hara described in a Saturday press briefing.

During a press conference held on Tuesday, Hennepin County Attorney Mary Moriarty said that Margalli’s actions were “intentional” and that’s why she was charged with second-degree intentional murder. Moriarty contrasted the charge against the third-degree murder charges filed against Steven Bailey two weeks ago in the Park Tavern crash in St. Louis Park that killed two people and injured several others, emphasizing that Margalli allegedly “intended to use her vehicle to kill the people that she ran into and over.” Moriarty also stated that her office didn’t have information yet about any substance or alcohol use by Margalli, but also stated that it wouldn’t make a difference in their charging decision.

Margalli is being held in Hennepin County Jail on $1.5 million bail and is scheduled to appear in court on Wednesday.

Minnesota court records show Margalli was just convicted in March in Washington County for driving after suspension. The Star Tribune reported that Minnesota Department of Public Safety officials confirmed that Margalli’s license was suspended at the time of the crash.

Margalli also has a history of other driving-related convictions, plus a conviction for fifth-degree assault. In the 2021 assault case, Margalli was originally charged with first-degree assault involving her sister, who was age 14 at the time. The victim told police that Margalli had punched her in the head multiple times, threw her on the floor, and then kicked and stomped her until she lost consciousness. Margalli was still attacking the victim when she regained consciousness. The victim was hospitalized and diagnosed with a dissected carotid artery as a result of the assault. The charge against Margalli was eventually amended down to fifth-degree assault, and Margalli was sentenced to eight days of community service and was placed on probation by Hennepin County Judge Julie Allyn.

or for a delivery from any post office or by any letter carrier any
letter, paper, writing, print, missive, or document containing any
threat to take the life of, to kidnap, or to inflict bodily harm upon
the President of the United States, the President-elect, the Vice
President or other officer next in the order of succession to the office
of President of the United States, or the Vice President-elect, or
knowingly and willfully otherwise makes any such threat against the
President, President-elect, Vice President or other officer next in the
order of succession to the office of President, or Vice President-elect,
shall be fined under this title or imprisoned not more than five years,

(b)The terms “President-elect” and “Vice President-elect” as used in
this section shall mean such persons as are the apparent successful

9-65.200 - Threats Against the President and Successors to the
Presidency; Threats Against Former Presidents; and Certain Other Secret
Service Protectees
The Counterterrorism Section of the National Security Division has
supervisory authority over 18 U.S.C. §§ 871 and 879 cases. As great
caution must be taken in matters relating to the security of the persons
protected by 18 U.S.C. § 871, United States Attorneys are encouraged to
consult with the Counterterrorism Section (CTS) of the National Security
Division when they have doubts on the prosecutive merit of a case. For
the same reason, dismissal of complaints under 18 U.S.C. § 871, when the
defendant is in custody under the Mental Incompetency Statutes (18
U.S.C. §§ 4244, 4246), requires approval from CTS. In other cases,
United States Attorneys must consult prior to dismissing a count
involving, or entering into any sentence commitment or other case
settlement involving a § 871 charge.

PHOENIX –David Michael Hanson, 41, of Phoenix, was arrested on Wednesday
for making online threats against the President and Vice-President.
Hanson was charged by Federal criminal complaint on Tuesday with five
counts of Threats Against the President and Successors to the Presidency
and five counts of Interstate Communication of Threats.

The complaint alleges that in November and December of 2023, while
living in Arizona, Hanson used a social media platform to post threats
to murder the President and Vice President of the United States. On
November 19, 2023, Hanson posted online a series of threatening
statements including one that stated, “#joeAndKamala I’m asking you to
resign on Monday your alternative is death brutally murdered.” After the
U.S. Secret Service spoke to Hanson and warned him that it was a Federal
crime to post such threats, on December 23, 2023, Hanson posted another
series of similar threats aimed at the President and Vice-President.

Each count of Threats Against the President and Successors to the
Presidency carries a maximum sentence of five years in prison, a fine of
up to $250,000, and up to three years of supervised release. Each count
of Interstate Communication of Threats carries a maximum sentence of
five years in prison, a fine of up to $250,000, and up to three years of
supervised release.

A complaint is simply a method by which a person is charged with
criminal activity and raises no inference of guilt. An individual is
presumed innocent until evidence is presented to a jury that establishes
guilt beyond a reasonable doubt.
