Authorities have arrested a Milwaukee man accused of carjacking a woman and attempting to rob her 13-year-old son in the family's driveway in Minnetonka last month.

Law enforcement arrested Romell R. Lewis, 21, during a traffic stop at University Avenue and Dale Street in St. Paul late Tuesday morning, according to the Minnetonka Police Department.

The Hennepin County Attorney's Office charged Romell this month with 1st-degree carjacking, 1st-degree aggravated robbery and 1st-degree burglary in connection with the Aug. 17 incident on Wingwood Court.

Romell becomes the first suspect charged with 1st-degree carjacking since Minnesota's new stiffer carjacking sentencing guidelines went into effect.

Three teenage suspects believe to be involved with the incident are still at-large, police said Tuesday, with surveillance footage from neighboring homes and the victim's home showing the carjacking unfold.

It prompted a large turnout at a Minnetonka City Council meeting this week to discuss the incident.

According to the criminal complaint, investigators believe Lewis and the other suspects targeted and followed the victim back to her home the morning of the incident.

The woman told police she'd carried groceries into her home and, when she looked out of the window, noticed a gray sedan occupied by multiple men pull up in front of her home.

Several suspects wearing hoodies pulled over their faces ran up the driveway towards the woman's SUV.

The woman told police she exited her home through the service door attached to the garage and discovered one suspect in the driver's seat of her husband's vehicle inside the garage.

The suspect was unable to start the car and ran back to the grey sedan.

The woman ran to the suspect vehicle to confront the group and was attacked by Lewis and another who exited the vehicle and dragged the woman away, charges state.

The incident was allegedly captured on one of the neighbor's security cameras.

According to charges, the woman yelled out for her 13-year-old son to call the police. The boy exited the garage onto the driveway holding his phone.

That's when Lewis allegedly ran from the woman to the boy, shoving the child to the ground, dragging him and attempting to take his cell phone.

During the assault, another suspect entered the woman's vehicle and backed onto the street. Lewis and the other man involved in the assault ran back to the suspect vehicle and both drivers fled.

Police dispatched to the incident intercepted the fleeing vehicles and began a pursuit, but the chase was terminated because both drivers were "fleeing at a high speed, weaving in and out of oncoming traffic, and running red lights," charges state.

About 30 minutes later, officers tracked the woman's vehicle to a Walgreens in Edina. There, police found a group of men standing around both the victim's vehicle and the suspects' sedan.

Before officers were able to move in to arrest the suspects, the group fled in the sedan.

Officers were able to identify Lewis partially based on his clothing. According to the complaint, he is suspected in multiple recent car thefts and burglaries in the Twin Cities.

Lewis is currently being held in the Hennepin County Jail on $200,000 bail.
