PHOENIX –David Michael Hanson, 41, of Phoenix, was arrested on Wednesday
for making online threats against the President and Vice-President.
Hanson was charged by Federal criminal complaint on Tuesday with five
counts of Threats Against the President and Successors to the Presidency
and five counts of Interstate Communication of Threats.

The complaint alleges that in November and December of 2023, while
living in Arizona, Hanson used a social media platform to post threats
to murder the President and Vice President of the United States. On
November 19, 2023, Hanson posted online a series of threatening
statements including one that stated, “#joeAndKamala I’m asking you to
resign on Monday your alternative is death brutally murdered.” After the
U.S. Secret Service spoke to Hanson and warned him that it was a Federal
crime to post such threats, on December 23, 2023, Hanson posted another
series of similar threats aimed at the President and Vice-President.

Each count of Threats Against the President and Successors to the
Presidency carries a maximum sentence of five years in prison, a fine of
up to $250,000, and up to three years of supervised release. Each count
of Interstate Communication of Threats carries a maximum sentence of
five years in prison, a fine of up to $250,000, and up to three years of
supervised release.

A complaint is simply a method by which a person is charged with
criminal activity and raises no inference of guilt. An individual is

A woman who reached a $3 million settlement with Ramsey County last year after alleging that correctional officers used excessive force in the county jail was charged Monday with stealing from a St. Paul Target store and assaulting a police officer.

Police responded to Target at 1300 University Ave. about 10 a.m. Saturday on a report of a woman who hid items in a bag and swung it at a security guard.

Officers located a woman matching the suspect’s description walking on University Avenue with a pink bag. She was identified as Mira Monique Mozuch-Stafford, 31, of St. Paul.

While in the back of the squad car, Mozuch-Stafford screamed profanities and said that if the officer was on the street she would beat her up, charges say.

A Target employee identified the bag as the one Mozuch-Stafford used to steal the items and swing at the security guard, charges say. The value of merchandise she stole was just shy of $210.

While being transported to jail, Mozuch-Stafford repeatedly kicked the back of the driver’s seat, yelled profanities and spit at the officer through slits in the window partition of the squad car, according to the charges.

At jail, because of her “disorderly behavior,” Mozuch-Stafford was not immediately booked and had to be isolated, according to the criminal complaint charging her with felony fourth-degree assault of a peace officer and misdemeanor theft.

Mozuch-Stafford made a first court appearance on the charges Tuesday and remailed jailed in lieu of $35,000 bail. Her public defender did not respond to a message seeking comment.

Civil rights lawsuit
In late 2022, Miri Mozuch-Stafford filed a federal civil rights lawsuit against Ramsey County and various sheriff’s office correctional officers, alleging they took her to the ground in the jail on Feb. 8, 2021, badly breaking her leg, and that she “languished in agony” for 17 hours before receiving hospital treatment. Her tibia was fractured and an artery was severed, the lawsuit said.

Mozuch-Stafford had more than $360,000 in medical expenses. She is a nursing assistant by training and experience, but “will be partially or totally unable to perform such work or similar work,” the lawsuit said.

The county denied the allegations about the takedown in its legal response to the lawsuit.

A judge approved the $3 million settlement, which included covering attorney fees and court costs, in June 2023 and, as a result, dismissed the lawsuit.

Other trouble
Mozuch-Stafford has three additional open criminal court cases.

Last month, she was charged with motor vehicle theft and fifth-degree assault for allegedly jumping into a man’s running car as he went into a St. Paul restaurant to grab his food order. After the man opened his driver’s side door, she punched him in the arm several times, the charges say. She was granted a conditional release to treatment pending further proceedings, according to court records.

She was charged with felony fifth-degree drug possession (methamphetamine) in Goodhue County in September and December. In early January, she was found to be incompetent to proceed with the cases and failed to appear at hearings later that month, court records show.

(a)Whoever knowingly and willfully deposits for conveyance in the mail
or for a delivery from any post office or by any letter carrier any
letter, paper, writing, print, missive, or document containing any
threat to take the life of, to kidnap, or to inflict bodily harm upon
the President of the United States, the President-elect, the Vice
President or other officer next in the order of succession to the office
of President of the United States, or the Vice President-elect, or
knowingly and willfully otherwise makes any such threat against the
President, President-elect, Vice President or other officer next in the
order of succession to the office of President, or Vice President-elect,
shall be fined under this title or imprisoned not more than five years,
or both.
(b)The terms “President-elect” and “Vice President-elect” as used in
this section shall mean such persons as are the apparent successful
candidates for the offices of President and Vice President,
respectively, as ascertained from the results of the general elections
held to determine the electors of President and Vice President in
accordance with title 3, United States Code, sections 1 and 2. The

9-65.200 - Threats Against the President and Successors to the
Presidency; Threats Against Former Presidents; and Certain Other Secret
Service Protectees
The Counterterrorism Section of the National Security Division has
supervisory authority over 18 U.S.C. §§ 871 and 879 cases. As great
caution must be taken in matters relating to the security of the persons
protected by 18 U.S.C. § 871, United States Attorneys are encouraged to
consult with the Counterterrorism Section (CTS) of the National Security
Division when they have doubts on the prosecutive merit of a case. For
the same reason, dismissal of complaints under 18 U.S.C. § 871, when the
defendant is in custody under the Mental Incompetency Statutes (18
U.S.C. §§ 4244, 4246), requires approval from CTS. In other cases,
United States Attorneys must consult prior to dismissing a count
involving, or entering into any sentence commitment or other case
settlement involving a § 871 charge.

PHOENIX –David Michael Hanson, 41, of Phoenix, was arrested on Wednesday
for making online threats against the President and Vice-President.
Hanson was charged by Federal criminal complaint on Tuesday with five
counts of Threats Against the President and Successors to the Presidency
and five counts of Interstate Communication of Threats.

The complaint alleges that in November and December of 2023, while
living in Arizona, Hanson used a social media platform to post threats
to murder the President and Vice President of the United States. On
November 19, 2023, Hanson posted online a series of threatening
statements including one that stated, “#joeAndKamala I’m asking you to
resign on Monday your alternative is death brutally murdered.” After the
U.S. Secret Service spoke to Hanson and warned him that it was a Federal
crime to post such threats, on December 23, 2023, Hanson posted another
series of similar threats aimed at the President and Vice-President.

Each count of Threats Against the President and Successors to the
Presidency carries a maximum sentence of five years in prison, a fine of
up to $250,000, and up to three years of supervised release. Each count
of Interstate Communication of Threats carries a maximum sentence of
five years in prison, a fine of up to $250,000, and up to three years of
supervised release.

A complaint is simply a method by which a person is charged with
criminal activity and raises no inference of guilt. An individual is
presumed innocent until evidence is presented to a jury that establishes
guilt beyond a reasonable doubt.

A 32-year man accused of killing the woman who was pregnant with his child Sunday had made threats to kill her earlier that day during an argument over his infidelity, according to criminal charges filed Tuesday.

Prosecutors in Dakota County charged Donte Raphael McCray, 32, of St. Louis Park, with one count of second-degree murder for the death of 31-year-old Kyla O'Neal, also known as Kyla Fletcher.

O'Neal was rushed to the hospital Sunday evening after being shot in the neck in the parking lot of the Amazon Fulfillment Center in Lakeville.

Medical providers were able to deliver her baby, but O'Neal died of her injuries, according to court documents. The newborn remains in critical condition.

According to the criminal complaint, O'Neal's mother told police she'd been called to her daughter's home on Sunday because McCray had been getting "aggressive."

O'Neal and McCray had been arguing because O'Neal learned McCray had fathered another child with another woman while O'Neal was pregnant.

"After learning of his infidelity, [O'Neal] told [McCray] that she didn’t want to be bothered with him and that he 'had to go,'" charges state.

O'Neal's mother told police she broke up a physical altercation when O'Neal was using a broom stick to try to get her car keys back from McCray.

O'Neal ended up breaking McCray's phone, which angered McCray further.

[McCray] told [O'Neal] that if she had another man around his kids, he was going to 'kill your a**,'" charges allege. "He then told [O'Neal] and her family 'you all ain’t bullet proof. I’m going to f*** you all up."

According to the complaint, McCray made those comments approximately 70 minutes before the shooting.

At the scene, McCray "appeared distraught" and told officers he and O'Neal had been arguing. McCray said he'd taken all his belongings to his mother's home, but O'Neal later picked him up and brought him to work in Lakeville.

McCray claimed he'd realized he had guns in his bags once they arrived at the Amazon facility and he wanted to make sure the guns were safe and "clear" for his kids, charges state.

"According to [McCray], he started to clear a gun in front of his place of employment when [O'Neal] told him not to handle the gun right in front of work," the complaint states. "She drove the car away from the front of the building to a parking spot where [McCray] would be hidden from view when he cleared the gun."

Charges allege McCray told police he'd hung on to McCray's car when she moved it and, as she parked, "accidentally discharged" the gun while attempting to clear a round from the chamber, striking O'Neal in the neck.

Surveillance footage reviewed by investigators allegedly shows McCray running alongside the car.

In a later interview with investigators, McCray said he was angry because the car door had hit him when O'Neal backed-up the car.

He admitted to pointing the gun at O'Neal and pulling the trigger, but claimed he did not know there was still a live round in the chamber.

McCray made his first court appearance Tuesday. He remains in custody with bail set at $2,000,000 with conditions. His next court appearance is scheduled for Jan. 19.

He was barred from possessing firearms as of May 2022, according to a Hennepin County sentencing order.

In addition to her newborn, O'Neal leaves behind three other children ages 10, 7 and 2, according to family members.
