Dies anyone know the best way to get established in Costa Rica? This
will not be my first time out of the country, but this time I won't be
coming back. I'm trying to find an ex-pat community to start with and
gradually I'll move out within the rest of the community. If this all
sounds a bit silly, you have to understand, I am the new guy.

Perhaps you can be more specific? Do you mean "established"
financially? I would expect that to depend on your immigration
issues, like a work visa, or outside income, or investment, or
whatever.

Personally, if I found myself there, I would just look for a
modest apartment (even a run-down residential hotel), an
affordable Internet connection, and a bank account. After that,
I would just "play it by ear."

Just like if I were to find myself in America, or anyplace else.
