I can't answer that. But I did speculate that the
two eyes of Odin the sky god are the sun and the
moon and the missing or closed eye represents
new moon (dark of moon) which I also associate
with the ravens which are associated with Odin.

The oneeyed is not the dardevil. He is ambiguous, dark, more
sophisticated and has more wisdom. The sane eye means knowledge about
the world as we see it 'normally', the 'life', its principles. The
missing eye is the knowlege of something behind the scenes, the
insight.
If the oneeyedness of the pirates makes them equal to those heroes
might be discussed, but those oneeyed Hollywood Pirates are a little
ambigous too. They are feared but admired too.

The one time I met him close up it sorta looked ambiguous. I can't tell
if he'd been there longer they might have faded back and forth or if I
would not be able to tell no matter how long he stayed.

So I'm going with personal choice if you've met him and seen enough to
decide, poetic choice if you're composing a poem that works much better
one way or the other, no literal choice to be settled upon.

Odin obviously lost the parietal eye, which in our distant
vertebrate ancestor was right in the middle of the forehead. We all
have a parietal eye deep in our brains which is now called the pineal
gland. So the lost eye is neither the left nor the right eye. It is
the center one.
According to scientists, the parietal eye dropped down deep in
our brains where light can�t get to it. However, the pineal gland
regulates the timing of our conscious states. Thus, the pineal gland
enhances our thinking process. One can claim that the pineal gland is
still being used as an eye, only it looks at planes of consciousness
rather than at images of light. So the sinking of the parietal eye
into the brain helped give vertebrates the capacity for intelligence.
This is an obvious analog to the eye of Odin sinking into the
Well of Wisdom. Thus, the parietal eye of Odin was never lost. It is
still functioning, looking at the wisdom accumulated by the Elder Gods
(i.e., the Jotun). The eye allows Odin to see the lessons of history.
The lessons of history are the water of the Well of Wisdom.
