What strikes me oddest about this overheard conversation is that there
seems to be no mention at all of *where* it is that "They just give you
the one razor, and they toss it away after."

And Man 2 seemed to be in the know. He didn't ask where the place
was. His only question was "Did anyone complain?" Seems like he
already knew who "they" were.
