I'm reading The Federalist Papers and have a copy of Madison's notes on
the constitutional convention that I'll read later. I'm wondering about
a few things. What other designs for specific governments have been
documented so thoroughly, both in their concepts and in the debates
leading to their enactment? If we regard the UN as a limited world
government, is there any document comparable to The Federalist Papers
that defends the specific construction of the UN Charter? What about
the design of the failed constitution of the European Union?

Just look next door. The debate on the Canadian constitution of 1867 is
informed by debates, not only in the legislatures of the three colonies which
first made it up, but also by the successes and failures in the U.S. It is a
much more drawn out debate, and more overtly influenced by moneyed and
sectional interests. Also, Canadian politicians were being pushed by the U.K.
government that wanted to rid itself of a drain on the public purse. Look for
accounts of the Quebec and Charlottetown conferences.

Australia should also prove useful as a basis for comparison, especially given
its adoption of a novel election laws, but I cannot point to any specifics.
