Who exactly are you warning with a 3.6M.?
What you might do is study an ephemeris for Satellite alignments, especially those involving the Sun. Just before the alignment you might notice the weather on earth has become warmer. That is the time for a warning. There will than be a follow up of increased volcanic activity after which the satellites move apart far enough to cause a second large quake which will be about 2 or 3 decimal points larger and then the background returns to normalcy, at least before the CIA/CNN took over the military bases in Antarctica.
