Does Windows 10 or Linux (Centos?) CAD freeware exist for IC transistor layout?

By IC transistor layout I mean it would understand poly crossing over diffusion as being an xtor
and a M1 layer crossing over the M2 layer would, for example, be an electrical short.

(Otherwise it's just normal 2D CAD graphics.)
