What is the function of this server? Why someone should access this
server and interact with it? What does it generate? OTP keys? Then they
are useless, because they are of unknown provenance and known to the
server and its operator(s). OTP messages? Then they are useless too,
without key.

No, it is not useless. It is very useful.

It is a number station. For certain there is no steganography in the splash screen image.
