I receive the error:
/usr/share/initramfs-tools/hooks/growroot failed with return 1
while upgrading Debian from bullseye to bookworm today. I did
not receive this error with previous upgrades (different systems).

Anyway, the fix turned out to be to remove the executable flag
from growroot:
chmod -x /usr/share/initramfs-tools/hooks/growroot

Just thought I'd drop this here in case I need it again, or
someone else comes across this issue.
