The network is under a severe attack. This time my money is on the Red Rice because it is very good. It has a bunch of tools used: IGMP, time delays to take the network of balance, injection and some more... You can select your peers based on clock response but it takes a while.

Anyway the network is under attack before military or goon action. I'm not going to split hairs and find out but if you are in Taiwan, I would look for trouble from the East.
