I have merged devel into master today.

The main difference is that now articles are line wrapped BEFORE quoting
(before clicking the Quote button), so when you quote, you will see how
it is wrapped. This should make it much cleaner to use (look more
accurate).

Other things are minor fixes, minor features and some additional logging
for spoolnews.php.
