AFAIC, Trump misappropriated funds from the military to pay for what little
wall was done (largely since fallen over and/or circumvented), but the real
point here is that the Federal funding was doled out to the States to
actually award the contracts, based on local knowledge and priorities.

As such, the complaints on slow execution need to be directed to those
States who haven’t done anything yet.

Needless to say, there will be some Red states who will spite their own
nose and not spend the money locally for their own constituents, just to
make Biden look bad.
