Trump is not a DC insider and he tends to shake the tree to see what

People with huge egos don't like that.
They are used to doing things the same way they have been for the last century.
If Trump doesn't go along with them it damages their ego.

Bringing in soldiers who have served in Afghanistan into a meeting with
the joint chiefs of staff is brilliant as Trump gets to hear what is really going on
over there.
Of course the generals were pissed off that Trump didn't just take their word
but wanted opinions and experiences from boots on the ground as well.

Spicer claims it's resentment for Trump not accepting their policies.
That can't include Kelly because the Chief of Staff isn't a cabinet or
military official giving advice. He was the Chief of Staff, the
gatekeeper loyalist. Ditto Pence who like most VPs, doesn't give advice.
