A Minneapolis man is facing a slew of felony charges saying he tortured his twin daughters with disabilities, repeatedly raped one of them and chained one up for so long she needed surgery to save her legs.

Jerry Lee Curry, 51, was charged in Hennepin County District Court this week on multiple counts of assault, child endangerment, first-degree criminal sexual conduct and stalking — eight felonies in all, along with a gross misdemeanor for child endangerment.

Additionally, a woman who lived with Curry, Sheila M. Wilson, 48, was charged Thursday with three counts of criminal neglect, including criminal neglect of a child.

Police were first called to Curry’s South Minneapolis house in April on a domestic abuse complaint. They found Wilson and Curry along with their three daughters, 20-year-old twins and one who was 10.

Both older daughters, who are now 21, were “vulnerable adults,” with Wilson appointed as their guardian since 2014.

There were no additional details about that call in the complaint.

DAUGHTER ESCAPES TO SHELTER
A week after the police visit, Wilson reported one of the twin daughters missing. Within a day, the Salvation Army Harbor Lights Center, a homeless shelter, reported the girl was there and had been physically abused with “significant injuries.”

When police showed up, the daughter said she didn’t want to go home but wouldn’t explain why. The county then removed both other daughters from Curry and Wilson’s home.

In June, a clinical psychologist determined that the twin who ran away had the intellectual capacity of a first-through-third-grader, and the other twin had a “mild to moderate” intellectual disability.

Both were deemed incapable of independent — or even partially independent — living.

The twin who ran, identified in the complaint as “Victim A,” said Curry repeatedly beat the twins’ heads, arms and legs with bats and paddles.

Curry allegedly chained her ankle or ankles to their bedroom door — sometimes for days, with her hands tied behind her back.

“Curry repeatedly restrained Victim A with the chain to prevent her from seeing men or to prevent her from acquiring food,” court documents stated, adding that Victim A said Curry sometimes kept her chained until her wrists bled and became infected and beat her until she bled elsewhere as well.

Victim A said Curry also chained the other 20-year-old to the door and hit the younger daughter in the head with a golf club.

A physical examination of Victim A was gruesome: the top of her ear was “largely detached.” She had multiple large scars on her forehead and scalp — from the bat and paddle, she told investigators. There were more scars on her wrists and ankles — lingering injuries that would affect her gait. She was blind in one eye, after Curry “stomped on her head,” she said.

The Center for Safe and Healthy Children had a clinical diagnosis for it all: “torture.”

HER TWIN WAS PREGNANT
The other 20-year-old, identified as “Victim B,” turned out to be pregnant. At first she denied abuse — saying her scars were from dog scratches or mosquito bites. And she didn’t know who the father was.

But weeks later, she told a nurse at Hennepin County Medical Center that Curry had raped her — and did so repeatedly when Wilson wasn’t home. She talked about being chained to the bedroom door, beaten by bats and brooms and related how her sister had lost part of an ear, when Curry stomped on her.

Her younger sister, Victim B said, “was considered too young to be chained to the door.”

Also, Victim B had already given birth to a girl, in October, and another child in June 2014, the attorney’s office said. A DNA test excluded all but 0.0001 percent of the population as being the father of Victim B’s most recent two children. Curry was in that 0.0001 percent.

The now 11-year-old sister did not have any signs of physical abuse. But she related stories about the abuse of her sisters, said she’d been hit in the head with a golf club in the second or third grade and noted her sisters were not allowed to leave the house.

PROTECTIVE ORDERS DETAIL ABUSE
In a June petition for an order of protection against Curry, a then 20-year-old daughter said her father ordered the other daughters in the house to hit her and beat their mother as well. She said Curry hit her so hard with a paddle that he broke it — and would hide it when there were guests in the house.

The petition said the daughter was sometimes chained in the basement and recently had to get surgery to save her legs from gangrene.

Whenever the girls left the house, the petition said, both parents were with them so they could not run away. At times, the petition said, they were starved for days.

When police came to the house, Curry told them not to say anything “because if you do, you will be taken.”

“This made (the daughter) very afraid because she did not know where she would go or who would take care of her,” the petition said.

Curry was booked into the Hennepin County jail Wednesday morning, with bail set at $750,000. Wilson was arrested Friday. She was also jailed, with bail set at $750,000.

Mohamed Harir Ayanle, 22, has been charged with first-degree criminal sexual conduct by inducing fear of bodily harm, a felony punishable by up to 30 years in prison, and third-degree criminal sexual conduct, a felony punishable by up to 15 years in prison.

According to the criminal complaint, Crookston police were dispatched to the University of Minnesota-Crookston on a report of criminal sexual conduct on a Jefferson Lines bus traveling between Minneapolis and Grand Forks, N.D. The victim told dispatchers another passenger threatened her with a knife and made her have sex with him.

Police pulled the bus over and talked with Ayanle, who fit the suspect description. They did not find weapons on him. The victim said the man approached her when she was sitting with her daughter, and invited her to come watch a movie with him in the back of the bus when the daughter fell asleep, shortly after the stop in Bemidji.

She told officers she went with him because he told her “he had something,” which she believed was a knife, though she never said she saw a knife. Once in the back seat, the victim said, Ayanle forcibly removed her clothing and raped her.

When questioned by investigators, Ayanle said the two had intercourse but that it was consensual, according to the complaint. He denied threatening her.

Ayanle was released from custody Monday on a $5,000 bond on the condition that he does not leave Minnesota. His next court appearance is scheduled for Jan. 3.

A man is facing several criminal charges after he allegedly raped a woman at knifepoint near Cedar Lake in Minneapolis, forced her to buy him McDonald’s and then stole her car.

Court records show Eliezer Rodriguez, 31, is charged with two counts of first-degree criminal sexual conduct and one count each of kidnapping and first-degree carjacking in connection with the June 7 assault.

According to a criminal complaint, the victim told police a man approached her with a knife on a walking trail along Cedar Lake. He threw her into the woods, choked her and held the knife to her. The assailant then raped her while threatening to stab her.

After the assault, the man said he “needed a ride,” walked the woman back to her car and forced her to drive him around. They ended up in a parking ramp, where he assaulted her again. Afterward, he made her drive to McDonald’s on East Lake Street and order him food, the complaint states.

The victim told investigators that after the stop at McDonald’s, they went to the intersection of 28th Street and Colfax Avenue South, at which point the man took out a syringe and said, “he had one more thing to do,” the charging document states. He moved toward her with the syringe, and the woman jumped out of the car and fled.

A witness stopped the woman as she was running away and asked if she needed help; the victim said the man had raped her and tried to drug her. Soon after, the man was seen driving away in the victim’s car.

When police arrived, the victim described the man’s attire and noted he had a teardrop tattoo under his left eye.

The next day, Minnesota state troopers located the victim’s stolen car at a rest stop along Interstate 94 between Fergus Falls and Dalton. Someone had reported to law enforcement that the person driving the car was acting “suspiciously” and was asking people for money or a ride, the complaint states.

The car’s driver had left the rest stop by the time officers arrived, but they later found a person matching the victim’s description — including the teardrop tattoo — and transported him for a medical examination. The man, identified as Rodriguez, had scratch marks on his biceps and upper torso that appeared to be defensive wounds.

Later, Rodriguez was brought in for a photo lineup, and the victim said she was “one thousand percent sure” he was the man who attacked her.

Rodriguez’s initial court appearance was on Tuesday, and a judge ordered him to remain in custody on $500,000 bail. His next court hearing is scheduled for July 9.

MINNEAPOLIS - A Minneapolis man is charged with raping a 10-year-old girl in her apartment building in the Cedar Riverside neighborhood.

A criminal complaint filed in Hennepin County charges 34-year-old Ahmed Hersi Abdi with two counts of first degree criminal sexual conduct. If convicted, Abdi faces the prospect of spending more than 30-years of his life in jail.

"People are sad, they're shocked, and they're concerned for the welfare of the young girl, and they're looking saying, what happened? What could have been done differently?" Mohamud Noor, a Somali community leader and a former Minneapolis school board member, told KARE.

Minneapolis Police squads were called to the Riverside Plaza Apartments at on Sunday October 4 by an off-duty officer after witnesses told them a child had been sexually assaulted. They told police they heard screaming from a third floor hallway and saw a young girl crying. The witnesses said a man had pulled her pants down and done something to her.

The witnesses quickly found two off-duty Minneapolis officers were working security in a nearby building.

"The Somalian community who came across this girl in crisis stepped up and helped her," Minneapolis Police Dept. spokesperson John Elder told KARE.

"They trusted the officers enough to get them, to bring them into this situation to provide aid."

The little girl told officers that a man had followed her onto the elevator, and then into the third floor hallway. He asked her name, extended his hand to her and asked her to shake hands. The girl told police that the man then refused to let go, ordered her to turn around, pull down her tights and at that point sexually assaulted her.

She described her attacker as a dark skinned male with gray hair, a light mustache and a red and white striped shirt.

Police viewed videotape of the attacker and the girl entering the elevator together and identified their suspect as Abdi, he was located and arrested in St. Paul wearing the same clothing.

Elder said that the quick arrest of Abdi illustrates the value of community policing, the concept of officers getting out of patrol cars and having positive contacts with people in their patrol routes. That includes going to meetings and events, talking to people on foot patrols and spontaneous interactions such as joining a pickup basketball game in a park.

"If people trust their police department they're willing to call them, and so far this year our officers have logged more than 70,000 positive contacts."

Attacks involving strangers and children are relatively rare, and some in the Riverside Plaza area see it as an isolated case. But, just the same, the news of the rape sent a chill through the area.

"I'm a mom, and I have girls, and I do understand her pain," Fadumo Yusuf, who runs the East African Services non-profit, told KARE.

She said her daughter is the same age as the victim and goes to the same school.

"I couldn't believe it, and my daughter was so scared. She was saying, 'I cannot go anymore outside by myself'."

Yusuf said she expects the girl to receive counseling to get beyond the emotional scars left by the attack.

Noor said that the suspect, Ahmed Abdi, is a familiar face in the neighborhood and has complained of needing help for an untreated mental illness.

"You know it's somebody who is mentally ill, and he has been seeking help and services and we feel that there's a huge gap in mental health services, a huge unmet need."

By the same token, he said the community will embrace the victim and makes sure nobody treats her differently.

(ABC 6 News) – A Rochester man faces rape and firearm assault charges in Olmsted County Court.

According to court documents, Rochester police responded to an assault call in northwest Rochester on Thursday, July 4, after a woman allegedly said Davoren Lanell Broussard had threatened to kill her, and would “start shooting if he saw officers.”

Police located the woman and noted that she had several visible injuries, according to court documents.

The woman detailed physical and sexual assault, as well as an incident where Broussard allegedly put a gun to her head and pulled the trigger.

According to court documents, Broussard was previously convicted of felony threats of violence, and may not own or carry a firearm.

Court documents allege that police located a firearm scope cap, ammunition, and a “white powdery substance” at his residence.

Broussard was charged Friday with 1st-degree criminal sexual conduct–armed with a dangerous weapon and 2nd-degree assault with a dangerous weapon, as well as felon in possession of a firearm/ammunition.

He is held in the Olmsted County Adult Detention Center on $300,000 bail with conditions, or $500,000 bail with no conditions.

A twisted rapist who killed two Minnesota women he hired for sex has finally apologized for his disturbing crimes as he was sentenced Monday to life in prison.

Alberto Palmer, 25, was accused of three 2012 beatings and rapes in Georgia, where he ran a chicken and waffle restaurant, before moving to the Twin Cities area and killing two young prostitutes there in early 2013.

The sicko stuffed 24-year-old Klaressa Cook into a car trunk after beating her to death with a hammer in January 2013 and did the same to Brittany Clardy, 18, after killing her with his fists the next month.

Clardy’s frozen body was found in her mother’s minivan weeks after her death, while Cook was found in May 2013 after a strong odor emanating from a towed and impounded car alerted authorities to her decomposing body.

“What if this would have happened to a member of my family?” Palmer told the court on Monday, the Minneapolis Star Tribune reported. “Since I’ve been in jail, I’ve been allowed to become a better person.”

Palmer used backpages.com to set up sexual trysts with the young prostitutes, authorities said. He was charged in March 2013 after police found Clardy, bloodied and beaten, wrapped in blankets in an impounded vehicle. The demented deviant admitted to cops he’d called the woman for sex and brought her to his brother’s suburban Minneapolis home, where the two tussled.

After sex, he choked her unconscious before beating her in the head with a hammer. A girl who lived in the home told police the bedding used to wrap the woman’s body had come from her room and that one day, she had come home early from school to find Palmer cleaning what he said was Kool-Aid.

“I’m not sure his actions are sincere,” Clardy’s sister, Lakeisha Lee, told the Star Tribune. “But it’s better to hear something and that he’s taken responsibility.”

While in custody, cops found Cook’s body and quickly linked the incarcerated Palmer to her murder. He told the court Monday that he had struggled with the woman after sex, her head hit a wall before he “hit her in the face until I got tired,” the Star Tribune reported.

“She wasn’t breathing,” he said. “I thought she was dead.”

The family told the newspaper that they planned to scatter the woman’s ashes in the Smoky Mountains.

Clardy’s family, meanwhile, has reached closure after opening a St. Paul shelter aimed at helping young girls forced into sex trafficking.

“Our children are not property to be bought, sold, abused and killed,” Clardy’s mother, Marquita Clardy, told the paper. “She didn’t deserve to die at all.”

A Bellevue man will face trial on charges that on several occasions in March he raped two 14-year-old girls — one of them a runaway he met at a Downtown Pittsburgh bus stop.

Deandre Steele, 34, was held for court Friday following a preliminary hearing.

Police said Steele took the runaway to his Bellevue apartment to smoke marijuana, according to a criminal complaint in the case. There, police said, he repeatedly raped her.

From March 16 to March 24, Steele raped and sexually assaulted the girl on other occasions, according to police.

After the first incident, Steele took the girl to a restaurant to eat and then dropped her in Market Square in Downtown Pittsburgh, police said.

The girl returned home and said she told nobody about the attack, the complaint said.

Less than a week later, the girl ran away again, this time with a 14-year-old friend, according to the complaint.

They drank alcohol at a friend’s house, then ran into Steele on a Bellevue street, police said.

He took them to his apartment and raped both of them, the complaint said.

Two days later, the runaway saw Steele on a Pittsburgh Regional Transit bus, the complaint said. He told her to come to his apartment building to pick up personal belongings she left there, according to the complaint.

Steele told the girl to invite her friend “for more sex,” the complaint said.

The girl refused and walked into a vacant apartment nearby.

Steele then called 911 and reported the girl as a runaway who was loitering in a neighboring apartment, the complaint said.

Bellevue Police came and took the girl into custody.

Steele told the responding officers that he didn’t have contact with the girl, but that she looked young, the complaint said.

Allegheny County Police arrested Steele on March 25 on 37 criminal charges — including six counts of sexual assault and statutory sexual assault, and three counts each of rape and rape of a substantially impaired person. They also charged Steele with videotaping portions of the encounters.

Steele was taken to the Allegheny County Jail. District Judge Jehosha Wright denied bail.

Steele’s lawyer did return an email Friday seeking comment.

In the spring of 2017, a homeless woman missed her curfew at the shelter she stayed at and slept in a parking ramp in downtown St. Paul for the night.

She woke up to a man covering her face with a sweatshirt and ordering her not to look at him or he would kill her, authorities say.

He was armed with a knife and used one hand to hold her down by the throat as the woman kicked and screamed and begged the man to get off of her, promising to do what he wanted so long as he didn’t kill her.

Instead, the man repeatedly punched her in the face and slammed her head onto the concrete floor of the Capital City Plaza Parking Ramp, saying:

“I didn’t want to hurt you, but you made me.”

Then he removed her clothes and raped her in the ramp at 50 E. Fourth St.

That’s the account outlined in a Ramsey County criminal complaint filed against Liban Mohammed Dahir, 26, on Wednesday charging the Brooklyn Park man with one count of first-degree criminal sexual conduct.

After the sexual assault, Dahir stole the woman’s cellphone and took off, threatening to shoot her if she looked at him, the complaint said.

The woman, who is now 48, was taken by an ambulance to a hospital, where she underwent a sexual assault examination, authorities say.

She had dried blood on her hands, nose and leg as well as cuts to her left eye and shoulder blades, the complaint said.

The left side of her neck was also swollen and she complained of neck, jaw and back pain.

Before the exam was even complete, the woman “fell into critical condition” from her serious head injury, and later had to undergo brain surgery to repair multiple brain bleeds.

She now lives with a “severe traumatic brain injury,” the complaint said.

“Despite an extensive investigation” at the time, police were unable to locate the suspect, legal documents say.

Then, in October 2019, St. Paul investigators were notified by officers from Sommerville, Mass., that a suspect in a burglary case under investigation there was a “direct match to a single source male DNA profile” established in the 2017 rape case in St. Paul, authorities say.

Police arrested Dahir on Tuesday after learning that he returned to Minnesota and was on probation in Ramsey County in an unrelated case, the complaint said.

His DNA sample matched the one taken from the victim during her sexual assault exam, authorities say.

During his interview with officers, Dahir denied the rape and said he didn’t know the victim, though he acknowledged that he hung out with homeless people in downtown St. Paul in 2017, the complaint said.

When pressed about why his DNA was found on the woman, Dahir said it was possible he met her at a party during that time period while everyone was drinking, smoking marijuana and having sex, authorities say.

Then, as his interview was nearing an end, Dahir reportedly went further and said he actually did recall having sex with the woman in a bathroom at a house party in 2017.

He said he didn’t’ know how she would have suffered a head injury from their encounter, the complaint said.

His criminal record in Minnesota consists of a handful of misdemeanor and gross misdemeanor counts related to drinking and driving, violating an order for protection and disorderly conduct.

He is scheduled to make his first appearance on the rape charge this morning.

No attorney was listed for him in court records.

Twelve years ago, George Allen Walker knocked on the door of a St. Paul home and forced his way inside when a 17-year-old girl opened it. Then he choked her, pushed her into a bedroom and raped her.

On Thursday, less than a month after his release from prison, he did the same thing to another woman in downtown St. Paul, according to charges filed against him Friday in Ramsey County District Court.

This time, Walker knocked on the door of an apartment on Sibley Street around 6 p.m. and asked the woman who answered if “Michelle” was home, charges say.

The woman told him no and closed the door. Five minutes later, she heard another knock and again found Walker standing outside her door, the woman told police.

This time he asked to use her phone. When she offered to place the call for him instead, he pushed his way inside her apartment, the complaint said.

The woman screamed as he shoved her into the kitchen, and briefly broke free from his grip, but Walker chased her, putting her in a chokehold as he took the phone from her hands saying, “You’re not calling anyone,” charges say.

The woman was holding her small dog at the time, and Walker forced her to place the animal in her dryer before leading her into her bedroom and raping her, the woman told police.

Afterward, he made her clean herself off in the shower and then directed her to stand in a closet until she heard her door close, the complaint said.

After he left, the woman discovered that her purse and cellphone were missing. She contacted her daughter, who took her to the St. Paul police department to report the crime.

Officers used the GPS tracking device on the woman’s phone to find Walker, who was staying at a treatment facility in the 900 block of Marion Street in St. Paul.

Police went to the facility and first spoke with other residents there. They told officers that the group had gone to the YMCA at Sixth and Sibley streets in Lowertown that night. While most of the residents played basketball, Walker said he would be in another area of the gym lifting weights, according to the complaint.

The group didn’t see Walker again for most of the time they were there, the complaint said.

Police questioned Walker, who initially said he was at the YMCA all evening and denied having any interaction with the woman. He later admitted going to the woman’s apartment and raping her, telling officers his actions were fueled by anger when the woman wouldn’t let him use her phone, the complaint said.

Her purse and phone were reportedly found in his room.

Walker is expected to make his first appearance on the charges Monday morning. No attorney was listed for him in court records.

An Eagan felon on parole who was previously charged with attempted murder has been newly charged in Dakota County with several felonies related to the armed sexual assault of a 19-year-old woman last week.

Donta Devon Walton, 23, was charged in Dakota County Court on Thursday with four felony counts, including first-degree criminal sexual conduct involving the use of a dangerous weapon, second-degree assault with a dangerous weapon, domestic assault by strangulation, and felon in possession of a firearm.

Charges say Eagan police were dispatched just before 3 a.m. Tuesday, Aug. 16, to the intersection of Highway 13 and Silver Bell Road on a report of a sexual assault that had occurred at a residence nearby. The victim told police she’d met the man she knew as “De’Sean” two to three weeks prior through Facebook. Police were later able to determine the identity of the male as Walton.

The victim said she was dropped off by a friend the night before at an Eagan address on the 3800 block of Willow Way. The victim said she and the male were watching a show when he told her he wanted to have sex. She said she didn’t want to, but the male put his weight against her, held her down, and raped her while the victim tried to fight him off by kicking and pushing. Charges say Walton put his hand over the victim’s mouth and choked her so she couldn’t scream. Walton finally stopped after the victim continued to kick him. She told Walton she wanted to go home and went out into the driveway to text a friend.

When Walton started to go back into the house, the victim tried to run away, but Walton grabbed her and pulled her into the garage, charges say. The victim told police that Walton pulled a gun on her and threatened to shoot her if she didn’t have sex with him again. The victim told police that Walton said he had shot people before, so he was serious. The victim said Walton held a gun to her head while having sex with her again on the garage floor and threatened to shoot her if she moved. The victim said she was bleeding from the assault and Walton took her bloody clothes and gave her a pair of pants. He told her not to tell anyone about the assault or innocent people would get hurt. The victim said Walton called an Uber and left the house, at which time she left the house and called police.

The victim was transported to a hospital where she underwent a sexual assault exam that revealed injuries.

Police obtained Uber account records for Walton’s account that showed a transaction for a pickup outside the Willow Way address and a drop off at a Robbinsdale address on the 4000 block of 47th Avenue North, which police believed to be Walton’s mother’s house.

Police subsequently learned that Walton may have been staying at an apartment in the City of New Hope on the 8100 block of Bass Lake Road. Police obtained and executed a search warrant at the property where they located Walton and took him into custody Wednesday afternoon. Police also located a black handgun wrapped in a shirt that was hidden in a kitchen cabinet. The gun matched the description by the victim as well as a photo Walton had previously sent of the gun to the victim, which showed the serial number. Police also found the clothing and shoes the victim described that Walton had been wearing.

Walton has a prior conviction on felon in possession of a firearm for a 2018 incident where charges say Walton shot a man exiting from a Metro Transit bus in Minneapolis after the two had been involved in an argument with others aboard the bus. Four other charges of attempted murder, and first- and second-degree assault were dismissed in the case upon conviction by Judge Kathryn L. Quaintance.

Donta was sentenced to 60 months in prison on the gun conviction. Department of Corrections records show that Donta was released from custody on parole in May 2022. DOC records indicate that he has been under “intensive supervised release” since then.

Walton made his first court appearance on the new rape and assault charges on Friday and remains in custody on $600,000 bail.

One woman said she is scared and asked how she could protect herself from a level 3 predatory offender moving into Crow Wing County.

Another resident asked why the predatory offender is moving to the rural Brainerd address and whether he had a job.

These were a few of the questions asked during a community notification meeting Tuesday, Jan. 19, hosted virtually by the Crow Wing County Sheriff’s Office. This is the first community notification meeting the county has hosted in a virtual format since the pandemic began. About 27 people joined the meeting and a majority stayed online for most of the estimated 90 minute presentation and question-and-answer session.

Community notification meetings are hosted to inform the public — not scare them about level 3 predatory offenders moving into a community, officials stated. The offender discussed was 29-year-old Lumasakila Izick Patterson, who is moving Wednesday, Jan. 20, to a facility on Johnson Road in the First Assessment District.

Patterson was 17 years old when he raped a 20-year-old woman in 2008 in Hennepin County, Brad Vandervegt with the Minnesota Department of Corrections said in his presentation. Patterson grabbed the woman, who was walking on a sidewalk, struck her with a fist and pulled her into the alley behind a building. He maintained control of the woman who was unknown to him through threats of violence. Vandervegt said the woman reported the assault and DNA was collected from the scene.

“In 2010, Mr. Patterson became known to law enforcemcent for another crime, not sex related, but that crime required DNA collection. Once that DNA was collected it was run against the state’s database, and a match was made. Law enforcement then charged Mr. Patterson, and he was then certified as an adult. Even though he was 17, at the time of the offense, any individual 16 years of age or older can be certified as an adult. This is considered an enhancement to the sentencing guidelines for these very heinous types of crimes.”

Patterson was convicted of first-degree criminal sexual conduct and sentenced to 10 years in prison, including 10 years of supervised conditional release. Patterson served two-thirds of his sentence and was released from prison in 2017. Outside of the prison walls, Patterson is not wanted by the law, but is on intensive supervision 24 hours a day, seven days a week.

Capt. Andy Galles with the Crow Wing County Sheriff’s Office said Patterson will be monitored not only by their office, but by DOC, Crow Wing County Community Services and Minnesota Department of Human Services.

“Even though we might not be happy that he is moving into your community or your neighborhood, he is being monitored,” Galles said. “We are very confident in our monitoring program, or from the public safety standpoint, the risk of somebody like Mr. Patterson (to reoffend) is very low.”

Data shows 90% of the level 3 offenders do not reoffend, 90% are known to the victim and 90% have not been previously convicted of a crime.

Aric Welle, one of four supervising agents who will be monitoring Patterson, said intensive supervised release is the strictest form of supervised release the state of Minnesota has and possibly even in the Midwest. Every offender has different conditions they have to follow and their job is to make sure they are in compliance with their conditions.

“The giant object of the ISR (intensive supervised release) is public safety and to successfully integrate the offender into the community. Mr. Patterson will be meeting with myself, fellow agents and people with DHS to hopefully collaborate and, effort by all of us, to hopefully help him successfully reintegrate into society. And like Brad had already stated he has been in the community for close to 3 1/2 years ... this isn’t Day One for him coming out of prison. He’s been in compliance.”

Patterson will be wearing a GPS monitoring device and is only allowed to go out of the residence at certain times and the times are limited. Every morning, Patterson has to call his agent and give them a detailed schedule of what his plans are for the day.

“You have to earn the free time you have, you just don’t get it automatically and get to leave your house whenever you want. You don’t have to go fishing with your buddies or go to the movies whenever you please,” Welle said. “It’s based on ... your adjustment in the community.”

Vandervegt said awareness and education is key. If someone sees Patterson doing something suspicious or something he shouldn’t be doing, they should call 911 or leave a voicemail for one of the supervised agents at 320-223-7967.

“If you see him, and the hair on the back of your neck stands up and you have concern for someone’s safety or welfare who you believe that he may be up to some imminent harm, I want you to call 911,” Vandervegt said. “Your best and most direct resource for you is your local law enforcement and the Crow Wing County Sheriff’s Office is no stranger to this population as you heard (Galles) talk about. They’ve been monitoring this population of folks for a very long time and they are good at what they do ... and they’d be happy to assist you and get more of your questions answered.”

Since July 1, 1991, predatory offenders in Minnesota have been required to register their addresses with local law enforcement agencies, who then forward the information to the Minnesota Bureau of Criminal Apprehension, which maintains a database that can be used by the law enforcement agencies, the DOC states on its website.

Risk levels are assigned to predatory offenders when they are released from prison. The level is based on their prior offense history, the seriousness of their crime and more. There are three levels of predatory offenders — 1, 2, 3 — and a level 3 predatory offender is considered by the DOC most likely to reoffend.

As of Jan. 1, there were 18,727 people required to register in Minnesota as predatory offenders with 56% as level 1 offenders; 29% as level 2 and 15% as level 3.

Numbers locally include:

202 predatory offenders in Crow Wing County, including seven level 3 offenders.

133 predatory offenders in Cass County, with six level 3 offenders.

97 predatory offenders in Morrison County, with five level 3 offenders.

55 predatory offenders in Aitkin County, with no level 3 offenders.

105 predatory offenders in Mille Lacs County, with no level 3 offenders.

Vandervegt asked people to keep in mind that all sex offenders are predatory offenders but not all predatory offenders may be sex offenders.

Heidi Fairchild, a victim advocate at Sexual Assault Services in Brainerd, said the reality is that every 73 seconds in America somebody is sexually assaulted. And every nine minutes, that victim is a child. Fairchild said they get their numbers from assaults that are reported.

“The reality again is that 20%, or less than 20% of sexual assaults are reported,” she said. “And out of those reported which are children, 93% know who their perpetrator is. And with adults, eight out of 10 know who the perpetrator is, or it is some acquaintance.

“Stranger sexual assault is very rare. And I know we do these community meetings and people are really worried about this perpetrator — this level three. And I don’t want to say it’s a blessing, but we do talk about that because we have a face. And he’s a known sex offender. Most sex offenders we don’t know who they are. So, the one who asked, ‘I’m a woman and I’m afraid and how do I protect myself?’ ... Be educated and know what the statistics are and having safety plans and even talking and working with your children, is very, very important.

“The best thing you can do is know, statistically, what, happens in sexual assaults and who the perpetrators are. And it starts young, and it needs to be age appropriate with what we teach our children, our grandchildren, and even in our schools. So the best things that we can do to be safe is to be educated.”

Fairchild said out of 1,000 perpetrators, five will end up in prison — and that is just the number of assaults reported.

Fairchild added that in Crow Wing County, Sexual Assault Services averages about 300-400 new sexual assault cases a year.

Questions from virtual audience
Galles fielded questions with people using the chat box to ask.

Sarah Simpson asked several questions, including if Patterson was able to go for walks independently; if he has someone with him when he goes to the grocery store or any public place; and she asked about children and teenage girls who get dropped off on the bus as their parents work.

Galles said this could be a situation where the parent could talk to the bus driver and the school noting a level 3 offender lives in the area. Cellphones also are good safety devices for children to contact their parents or a trusted adult.

A man has pleaded guilty to breaking into a home in the Macalester-Groveland neighborhood of St. Paul in April and raping its owner at gunpoint.

Deonte Thomas, 34, of Maplewood, pleaded guilty on Friday to 1st-degree criminal sexual conduct and 1st-degree burglary following the break-in on Apr. 15, and has agreed to a sentence of 241 months in prison at his next hearing on Sept. 3.

Police were called to the home on the 300 block of Snelling Avenue South in the early hours of Apr. 15 and found the victim visibly upset on the front steps of the property.

The victim said she was asleep in her bedroom when she heard pounding on the side door of her residence. She said she witnessed a man — later identified as Thomas — break the glass on the door and reach through to unlock it.

Thomas initially told her he wanted money and she handed him her purse. He replied by telling her, "I'm not looking for money," and then physically assaulted her.

Moments after a struggle on the floor, Thomas allegedly pulled out a semi-automatic handgun from his pants pocket and pointed it at the woman as he proceeded to rape her.

The victim told police she was strangled to the point of unconsciousness during the assault. She said she bit Thomas "as hard as she could" on his right arm during a struggle for the gun.

Following Thomas' arrest, he opted to waive his legal rights and speak with police. He said he broke into the victim's home using a rock to break a window.

Thomas told investigators his reasoning was due to being "frustrated" and "angry" over his life circumstances. He said he was driving around the morning of the incident and randomly selected a house to break into.

MOORHEAD – New charges were filed Wednesday against a Brooklyn Park man whose child prostitution case was dropped Monday when he was set for trial in Clay County District Court here.

Prince Antonio Dequante Jones, 25, is accused of raping the 13-year-old girl he and another woman allegedly brought here for sex with an undercover Moorhead police detective in June.

Jones was charged Wednesday in Clay County District Court with one count of third-degree criminal sexual conduct against a 13-year-old and first-degree sex trafficking, both felonies.

According to court documents filed with the charges:

The 13-year-old victim told a victim and witness coordinator that Jones and a woman, Eyeesha Hinton, brought her to Moorhead from Minneapolis in early June to work as a prostitute.

After Jones checked all three of them into a Moorhead hotel room, Jones had sex with the girl while Hinton slept in the other bed, the girl told the coordinator.

Earlier that day, June 11, a Moorhead detective found an ad on backpage.com advertising services with someone called “ms Kelly 21,” who agreed to meet him at the Super 8 Motel on July 11.

At the hotel, the victim answered the room door, identified herself as being 18, and said she was there to have sex with a man her sister arranged for her to meet.

The sister and the sister’s boyfriend were outside in the car, the victim told police, but when police tried to make contact with them, they took off.

The child victim then told the detective Hinton placed the ad online, along with a stranger’s photo. The girl was reported as a runaway from Brooklyn Park on May 5, court documents say.

When police tracked Jones down using GPS and the girl’s cellphone, he denied being in Minneapolis, saying he had an apartment on Page Drive in Fargo. But cellphone records showed Jones was in Minneapolis in the days leading up to his arrest, and he carried a driver’s license with a Brooklyn Park address.

Clay County prosecutor Pam Harris asked for $500,000 bail without conditions for Jones during his initial court appearance Wednesday. She said the severity of the charges made Jones a flight risk.

Past criminal convictions mean Jones faces almost 10 years in prison if he is convicted on the child rape and sex trafficking charges, Harris said. Prior convictions include being a felon in possession of a firearm.

Jones’ attorney, Steven Beitelspacher, asked for $50,000 in bail for Jones.

“There’s no general public safety concern here, except the concern noted to the alleged victim,” Beitelspacher said.

The girl was in the courthouse Monday as officers of the court assembled to begin proceedings when she disclosed that Jones had sex with her.

Judge Michael Fritz set Jones’ bail at $300,000 without conditions, and $150,00 on condition he have no contact with the victim, among other requirements.

“I do believe you represent a threat to the public safety in this matter,” Fritz said.

Hinton, 25, of Minneapolis, faces two counts of felony first-degree sex trafficking. She is next due in court Oct. 27.

Jones’ next court date is set for Oct. 24.

Ramsey County Attorney John Choi on Thursday charged four young men for an alleged armed robbery and rape of four teenagers.

The violent incident took place early Tuesday morning in downtown St. Paul on Harriet Island. Vershone Jaquay Hodges, 20; Devontre Jordan Vann, 19; Deandray Artez Easley, 18; and a 16-year-old, all face two counts of first-degree criminal sexual assault, four counts of first-degree aggravated robbery and two counts of kidnapping.

Three of the four men are known gang members, prosecutors say, and they'll try charging the one minor as an adult.

"Despite the victims complying with their orders and handing over their valuables, the perpetrators in this case forced the female victims into a car and repeatedly raped them," Choi said in a statement.

From the criminal complaints:

The four victims, two of whom were dating, went to McDonald's and took their drive-thru food to a parking lot on Harriet Island at about 11:15 p.m. Monday.

The alleged assailants then approached the group of 17 and 18 year olds as they ate on the trunk of their vehicle. One of the male victims recognized the 16-year-old from school and playing basketball, and they talked to each other.

Then it turned violent. The 16-year-old pulled a gun and told a victim to empty his pockets. The rest of the juvenile's group ran to the car. They then ordered the victims to the ground as they searched their car.

They stole money, a purse and everyone's phones — even forcing the victims at gunpoint to unlock their phones, and turn off applications that could allow them to trace the stolen devices.

The assailants forced the male victims to strip to their underwear in the parking lot.

The 16-year-old and another man who covered his face raped the female victims and forced them to perform sexual acts.

Easley asked one of the victims if she consented to having sex, and she said no. He apologized and said he didn't think the others would do that.

The 16-year-old told the other female victim to say she consented to sex if Easley asked. So, when Easley asked her if she did consent, she lied and said yes, thinking she wouldn't get hurt more.

When the assaults ended, someone threw the victims' car keys in the bushes, where the assailants said they had someone else waiting. If the victims went looking for the keys or for help before 1:28 a.m. Tuesday, they would be shot, the assailants said.

The victims eventually found someone on the island to help them.

At age 10, she was prostituted by her mother in St. Paul. At age 12, one of her “customers” got her pregnant.

And it was the aborted fetus from that pregnancy that helped lead police to Walter Raymond Barbour.

Barbour, 47, pleaded guilty Wednesday, March 28, in Ramsey County District Court to first-degree criminal sexual conduct in the girl’s rape in 2002.

The girl said Barbour told her that if she didn’t have sex with him, he would call the police and have her taken away from her mother, the criminal complaint said.

He admitted Wednesday that he made that threat. He also said he plied her with drugs. Her mother had traded the girl’s services for drugs and money, and the girl became addicted to crack cocaine herself.

Barbour will receive at least 12 years in prison at his sentencing, scheduled for May 16 in front of Judge Gary Bastian.

In questioning Wednesday by prosecutor Sarah Cory, Barbour admitted he had sexual intercourse with the girl more than once.

A criminal complaint in the case alleged that the crimes occurred at least 20 times.

Barbour said the assaults took place in the mother’s home on Charles Avenue in St. Paul in March and April of 2002.

The Pioneer Press does not generally identify victims of sexual abuse. The newspaper is not naming the mother in this case because the girl could be identified through her.

Barbour said he knew the girl’s mother as a prostitute.

Asked if he knew the results of a state Bureau of Criminal Apprehension test that compared his DNA with the tissue taken during the abortion, Barbour said it revealed “that I was the father of the fetus that was aborted.”

The complaint said the girl’s pregnancy, confirmed at a medical appointment in May 2002, was reported to police.

The girl told investigators she did not know who the father was. Police obtained a sample of the fetal tissue from the June 2002 abortion and sent it to the BCA.

In October of that year, police learned that the child had been prostituted by her mother for the previous two years.

Seven years went by.

In July 2009, the BCA told St. Paul police that it had found a match between the fetal tissue and a convicted offender being held in Missouri.

It was Barbour.

St. Paul police found the girl last October, more than two years later.

She told them that she was prostituted more than 200 times and that Barbour was her mother’s pimp. She said he would bring men to her mother’s home, the complaint said.

Barbour had been released from federal custody in September 2011 and was living at a halfway house in Kansas. On Oct. 18, he was charged with raping the St. Paul girl.

A St. Paul man has been sentenced to 12½ years in prison for raping a woman and attempting to sexually assault a 14-year-old girl after sneaking into their bedrooms on the city’s East Side in 2021.

Dawada Steven Deputie was convicted Wednesday of third-degree criminal sexual conduct, attempted second-degree criminal sexual conduct and three counts of first-degree burglary in connection with five cases filed against him in Ramsey County District Court.

The 34-year-old had reached a plea deal with the prosecution Jan. 9 that included the 150-month prison term and dismissing six other charges. After confinement, Deputie must serve a statutorily required 10 years of conditional release and register as a predatory offender.

According to the charges, Deputie raped the woman May 23, 2021, after they met at a bonfire the night before at a home along Wheelock Parkway west of Jackson Street. After drinking and smoking marijuana with Deputie and others, the woman became “extremely intoxicated” and went to a spare bedroom about 2 a.m. to spend the night. She was awakened three hours later with Deputie raping her.

At Wednesday’s sentencing, Assistant Ramsey County Attorney Dawn Bakst read a victim impact statement written by the woman, who was present in the courtroom. She said the attack has brought about daily depression and compounding anxiety in her life “because this is always looming in the back of my mind.”

“Sometimes I just crawl into my bed and cry,” she said. “I once felt myself to be strong and invincible. Now I often feel small and vulnerable.”

Later cases
The attack was the first of Deputie’s five cases in 2021. According to the criminal complaints, between Sept. 21 and Oct. 4, Deputie entered three apartments in the 1200 block of Hazelwood Street — one of them twice — and one house in the 1800 block of Stillwater Avenue, usually by climbing through windows.

On Sept. 20, about 2 a.m.: Police were called to a home on Stillwater Avenue where a man caught Deputie climbing in through a bathroom window. He confronted him and Deputie fell out the window and fled.

On Sept. 21: Police were called to an apartment on Hazelwood where a woman said she was in her bed just before midnight when she saw a man, later identified as Deputie, standing in her room, illuminating it with the flashlight feature on a cellphone. She seemingly scared him away, checked her house, closed an open window and relocked her front door. About 45 minutes later, he returned and got into bed with her. The two fought and he ran off.

On Sept. 30, about 4 a.m.: Police were called to an apartment on Hazelwood where a woman reported a man, later identified as Deputie, in her apartment. She said several items were stolen.

On Oct. 4: Just before midnight, the same woman reported waking up and finding a man, later identified as Deputie, on the ground in her apartment attempting to sexually assault her 14-year-old granddaughter, who had been sleeping in the bed next to her. He had removed her underwear when the grandmother woke and chased him out of the apartment.

Police learned later that a woman living in a neighboring apartment building told police she was sleeping on the living room couch when a man, later identified as Deputie, broke the living room window, shattering broken glass all over her. She and her mother ran next door for help.

A man in that apartment went out to look for the suspect and found him hiding by the trash collection area between a used bed and a bin. He and a friend chased the man and were able to grab him. Deputie got away from them but was soon caught by police, the complaint states.

When caught, Deputie said, “I’m gonna need a lawyer,” the complaint states.

Apology, then a denial
On Wednesday, Deputie was given a chance to address the court. He apologized to the victims “for any harm done” and to his own 10-year-old daughter for being jailed.

He then told Ramsey County District Judge Kellie Charles that he was innocent of the charges. Earlier in the hearing, Charles denied a motion Deputie’s attorney filed requesting that the plea agreement be withdrawn.

Charles told Deputie she was going to sentence him in accordance with the plea agreement, “which actually is quite generous, considering that all of these cases could have been sentenced consecutively.”

ST. CLOUD -- Two men have been charged in the sexual assault of a woman at a St. Cloud park last month. Twenty-four-year-old Sahal Abdi Hassan and 21-year-old Abdirahin Omar Ali are each charged with 1st-degree criminal sexual conduct and aiding and abetting 1st-degree criminal sexual conduct.

St. Cloud Police were called on a report of a sexual assault that occurred in the early morning hours of October 18th. The woman said she had been drinking at a downtown St. Cloud bar and left through the front door.

Court records show the next thing she remembered was being in a car with five Somali men who were talking in their native language, drinking liquor, trying to kiss her, and threatening her.

The woman said they stopped at a park and a man later identified as Hassan brought her to a slide and raped her as the other men cheered him on. The woman said she was brought back to the car and forced to perform oral sex on a man later identified as Ali.

The victim was then dropped off at a location and sought help from a homeowner in the area and was brought to the hospital for a rape examination.

Court records show her pants were ripped, her underwear was partially off and wood chips from the park fell out of her pants.

DNA testing through the exam determined profiles matching Hassan and Ali.

One of the woman's shoes was later found at Haw's Park in St. Cloud.

Ali is also charged with raping a woman last December at a south St. Cloud apartment. That case is ongoing.

Hassan is also charged with two other incidents of driving a stolen vehicle and fleeing police.

ROCHESTER, Minn. – Juries have found two men guilty of an attempted rape in Rochester.

Dejuan Mark-Anthony Gray, 26 of Rochester, and Timothy Nugene Bremer, 24 of Brooklyn Center, were arrested in July 2022 and charged with attempted first-degree criminal sexual conduct and second-degree criminal sexual conduct.

Law enforcement says Gray and Bremer tried to have sexual intercourse with a juvenile victim in January 2021. Investigators say the victim was able to get away.

Gray and Bremer have been convicted on both counts. Bremer’s sentencing is set for March 11. Gray is scheduled to be sentenced on April 24.
