attention for awhile, but the way that Trump pitched his “no tax on tips”
campaigning, it plainly was offering Fund Managers an even better loophole
to avoid paying income taxes.

Easiest way to see the loophole is to see if it has an income cap.

IIRC all tips get put into a common pool and are supposed to be distributed by
management. Sometimes management will stiff the workers on their tips.

I used to work in hospitality. I've heard of servers pooling tips and fine restaurants
often require servers and bus help to split tips. The only time I ever heard of a
management spilt was a Mexican restaurant which collected all the tips and then paid them
out. Some patrons stopped tipping, others slipped their server a tip out of sight.

Currently, the servers are liable but due to a wrinkle, management sometimes pays. The
wrinkle is, management is required to pay a big enough minimum wage to cover the server's
expected tips withholding. That is, the restaurant, in effect, pays your taxes on your
presumed tips.
