Yep, they make deals to improve cities, improve employment and such and in
return for their investment communities are sometimes willing to give them
tax breaks because the tax revenue from their project would be greater than
what they might get for taxing him.

I mean if you're going to bake a cake worth $100 from which I get 10% in
taxes... or I can tax you 10% on the $10 for the ingredients...

....Which would be the smarter play for a government to do?

Maybe the problem isn't that people are reducing their taxable income.. .but
that you're too stupid to do the same.
