Gak doesn't even know what it is. He's so stupid that he doesn't know he has
mangled the phrase, omitting a couple of important words.

*That* completes the expression that Gak doesn't actually know. And it's very
clear from Gak's misuse of the expression that Gak thinks a "common law writ" is
something Trump can do.
