Rape is different than robbery, the latter being an economic crime.
Most robbers do not intend to harm anyone; they just want someone else's
money and are using coercion to get it. With rape, the assailant

getting a visa to enter there unless you are a US citizen..

Also according to police reports he fired said gun at a police officer.

Finally he had a chance at a plea deal... instead he rolled the dice and

border in violation of the law.
