Canada Rises To 13th Place In Latest Human Freedom Index

As a result of increasing restrictions on liberties in Hong Kong�once among
the freest places on earth�it now ranks 46th in the latest Human Freedom
Index report, released this month by Canada�s Fraser Institute and the
U.S.-based Cato Institute.

As recently as 2010, Hong Kong was the 3rd freest jurisdiction on earth.
Mainland China has always been less free than the territory and this year,
China ranks 149th out of 165 jurisdictions.

�Freedom has suffered a precipitous decline in Hong Kong, but its tragic
descent into oppression provides important lessons about the value of
freedom,� said Fred McMahon, resident fellow at the Fraser Institute and
co-author of this year�s report.

The index measures personal freedom�the rule of law, safety and security,
identity and relationships (i.e. the freedom to choose your relationship
partner), freedom of movement, speech, assembly and religion�alongside
economic freedom, the ability of individuals to make their own economic
decisions.

This year�s report ranks 165 jurisdictions around the world. It finds that
from 2019 to 2021 (the latest year of available data), 89.8 per cent of the
world�s population experienced a decline in freedom.

In Hong Kong, the areas that show the most pronounced declines in this
year�s report are: The rule of law, freedom of expression, and freedom of
association and assembly.

�Suppression in Hong Kong continues to ramp up as the jailing of
journalists and pro-freedom advocates grows, with arrest warrants issued
for exiled activists to quash even overseas dissent,� said Ian V�squez,
report co-author and vice president of international studies at the Cato
Institute.

Switzerland, once again, tops this year�s freedom ranking followed by New
Zealand, Denmark, Ireland, Estonia and Sweden (tied for 5th). The five
least-free countries are (in descending order) Iran, Myanmar, Sudan, Yemen
and Syria.

Overall worldwide rankings for other significant countries include Taiwan
(12), Canada (13), Japan (16), the United Kingdom and the United States
(tied at 17), Germany (21), South Korea (28), France (39), Ukraine (83)
Mexico (95), and India (109).

Crucially, people in freer jurisdictions are more prosperous than those in
less-free jurisdictions. For example, the average per-capita income for the
top-quartile of jurisdictions on the index was US$47,421 compared to US
$14,157 for the least-free quartile in 2021.

�Human freedom increases prosperity and human well-being and has powered
the growth of some of the most remarkable jurisdictions in the world,
including Hong Kong,� McMahon said.

The Liberal-dominated House of Commons Heritage committee has cleared
the way for the federal government to regulate video content on internet
social media, such as YouTube, the same way it regulates national
broadcasting, under a new amendment made to a bill updating the
Broadcasting Act.

Critics denounced the move to give the country’s broadcast regulator the
ability to oversee user-generated content, and said it amounted to an
attack on the free expression of Canadians, particularly in light of
Heritage Minister Steven Guilbeault’s recent plans to give Ottawa power
to order take-downs of online content it deems objectionable.

In 1984, George Orwell coined the term thoughtcrime. In the short story
“The Minority Report,” the science-fiction author Philip K. Dick gave us
the concept of “precrime,” describing a society where would-be criminals
were arrested before they could act. Now Canada is combining the
concepts in a work of dystopian nonfiction: A bill making its way
through Parliament would impose draconian criminal penalties on hate
speech and curtail people’s liberty in order to stop future crimes they
haven’t yet committed.

The Online Harms Act states that any person who advocates for or
promotes genocide is “liable to imprisonment for life.” It defines
lesser “hate crimes” as including online speech that is “likely to
foment detestation or vilification” on the basis of race, religion,
gender, or other protected categories. And if someone “fears” they may
become a victim of a hate crime, they can go before a judge, who may
summon the preemptively accused for a sort of precrime trial. If the
judge finds “reasonable grounds” for the fear, the defendant must enter
into “a recognizance.”

The Canadian psychologist and author Jordan Peterson says that under
Bill C-63, his criminalisation would be a certainty. The legislation
appears to apply retroactively, meaning you can be hauled up before the
Human Rights Tribunal for any material you’ve left online, regardless of
its posting date. Anonymous accusations and secret testimony are
permitted (at the tribunal’s discretion). Complaints are free to file,
and an accuser, if successful, can hope to reap up to a $20,000 payout,
with up to another $50,000 going to the government.

Hold on, you may be thinking, what does all this have to do with
protecting children online? So far it seems more geared towards
protecting the Liberal government online. There is in fact a section
that requires social media companies to establish plans to protect
users, including children. But if you’re getting your hopes up, prepare
to have them dashed.

All the social media companies are going be supervised by a brand-new
government body called the Digital Safety Commission. The Digital Safety
Commission can, without oversight, require companies to block access to
anycontent, conduct investigations, hold secret hearings, require the
companies to hand over specific content, and give all data collected to
third-party researchers accredited by the Commission. All data. Any
content. No oversight.

Does that sound crazy? There’s more.

The ostensible purpose of putting the Commission (and not the ordinary
police) in charge is so that it can act informally and quickly (i.e.
without a warrant) in situations where material victimising a child
could spread quickly across the Internet. What that means in effect is
that the Digital Safety Commission is not accountable and does not have
to justify its actions. As the Canadian Civil Liberties Association says
in its sharply worded critique of the Bill, it endows government
appointees with vast authority ‘to interpret the law, make up new rules,
enforce them, and then serve as judge, jury and executioner
