By delaying US support of Ukraine. This delay allowed Putin to believe that the US and
NATO would never give Ukraine enough support to thwart him and allowed him to invade when
he was ready. And by trash talking NATO and threatening to pull out of the alliance which
would probably spark its collapse.

Did you know that satellite photos show that Russia has almost completely abandoned their
emplacements on the Finnish border? Putin knows NATO won't strike first. He's always
known that. That's another reason he felt comfortable invading.
